The Political Economic Analysis of One Belt One Road(一帶一路) : Focus on China’s Implement Strategy

Nowadays, the world is changing complexly and deeply. The international financial crisis’s deep-seated influence continues to appear, the world economic resurgence is slowing down with development differentiation, the international investment trade structure and multilateral trade rules are projected to re-adjust, and every country will soon face the very serious challenges and problems. Since 2013, with the international political economy situation having massively changed, the G20 summit, BRICS, FTA, TTIP, TPP, and other international trade cooperation’s deepened, Ukraine’s situation tensed, North Korea and South Korea relations’ changed, the political economy competes between America and Russia, South China experienced their sea problem, etc. A series of political problems have risen, with China’s economic dimension going beyond Japan’s, becoming the second economic entity in the world. China faced the GDP’s low increase and America’s economy blockades in order to comply with world multi-polarization, global economy, culture diversification, society informatization, adhere to opened regional cooperation spirit, devote to safeguarding global free trade system and open type world economy, and develop the One Belt One Road strategy, which is born at the right moment. The Silk Road Economic Belt and the 21st-Century Maritime Silk Road, also known as the One Belt One Road or Belt and Road, is abbreviated as OBOR or B&R, was raised up by President Xi on September and October of 2013. OBOR was proposed through cooperation and a development’s idea. It is dependent on China with China’s related country’s bilateral and multilateral mechanism, in virtue of existing and effective regional cooperation platform, and is aimed at using ancient symbol of “The Silk Road,” developing economic cooperation relationship forwardly with the countries along the line of the OBOR, to make politics mutually trusted, increase benefits for cultural contained communities, and bring together mutual responsibilities to various communities together. The paper is analyzed from a political and economic view, applied with the history analytical method, while researching and analyzing the history and current situation of One Belt One Road(一帶一路), the expectations of the future, the strategic value, the difficulties faced, and the advanced measures.

최근 국제사회는 복잡한 변화와 함께 불확실성의 상황 하에 놓여 있다. 특히 국제 금융위기로 인해 경제사회적 문제가 심각해져 있다. 세계 경제는 경제적으로 쌍무간의 무역과 다변적 무역의 규칙에 있어 커다란 변화를 일으키고 있다. 특히2013년부터 국제 정치경제 구조에 많은 변화가 있었다. G20, 브릭스, 자유무역 협의, TTIP, TTP 등 여러 국제무역 협정이 달성되었다. 반면에, 우크라이나의 상황, 남북한 관계의 위기, 미국 및 러시아 경제의 침체, 남중국해 문제 등은 심각한 상황이다. 이런 배경 하에 중국의 경제 규모는 일본을 이미 능가했지만, GDP 성장율은 7%를 더 이상 넘기기 어려워졌다. 미국도 중국 경제에 대한 견제 및 경쟁 심리를 노골화하고 있다. 이러한 정세 속에서 중국은 경제의 글로벌화, 문화의 다양화, 사회의 정보화 등 여러 목표를 달성할 필요가 생겼다. 이러한 필요 속에서 글로벌 자유무역체계, 개방적인 세계경제를 달성하기 위해 ‘일대일로’ 전략이 생겨났다고 평가한다. 본연구는 경제와 정치의 시각에서, 역사자료조사법 등의 분석방법을 이용하여 ‘일대일로’의 역사, 미래, 전략뿐만 아니라 실행 상의 장벽과 한계 등 여러 문제들을 고찰했다. 제1장1절은 연구의 배경 및 목절을 고찰하여 제2절에는 연구범위 및 방법을 선정한다. 제3절은 선행연구를 분석했다. 제2장은, 주로 최근에 국제 정치경제 상황을 살펴봤다. 제3장은, One Belt One Road(一帶一路)의 역사와 발전 역정을 고찰했다. 제4장은, 역사와 최근에 상황을 분석하고 One Belt One Road(一帶一路)의 관련된 나라와 지역의 정치경제 리스크를 제시하였다. 제5장은, 주로 One Belt One Road(一帶一路)의 발전하기 위하여 어려움을 해결하는 방법과 방안을 제시하였다.
