제 목 : 클램프 측정기를 이용한 단독접지저항 측정법의 개발
전기재해 통계 분석에 따르면 2020년을 기준으로 전기화재는 8,170건, 감전 408건으로 집계 되었다. 이로인한 사상자는 총 787명으로 몇 년간 획기적으로 줄고 있지 않다. 이런 전기재해 예방을 위한 가장 중요하면서 쉬운 방법이 바로 접지를 하는 것이다. 접지는 누설전류 발생 시 인체 또는 위험물로 통전하는 전류를 최소화 시켜 사고를 예방한다. 이런 사고 예방을 위해 정부는 2016년 전기안전관리자 직무고시를 제정하여 접지저항 측정을 주기적으로 시행토록 하고 있다.
하지만 현장에서는 아래와 같은 이유로 정확한 측정에 어려움을 겪고있다. 첫 번째 어려움은 3전극법 사용시 보조 전극의 매설이다. 정확한 값을 측정하기 위해 가장 많이 사용되는 3전극법 측정법은 추가로 2개의 보조 전극을 매설 하여야 한다. 다수의 현장은 아스팔트구역 또는 실내구역으로 접지봉 매설에 어려움이 많았다. 두 번째로 3전극법을 대신하기 위하여 많이 사용되는 클램프온 측정법은 단독접지저항의 정확한 측정이 불가능하다. 클램프온 측정법을 이용하여 정확한 측정을 진행하기 위해서는 발생하는 전류가 통전하기 위한 폐회로가 필요하다. 하지만 단독접지저항의 경우 폐회로가 구성되지 않아 정확도가 매우 떨어진다. 이 두가지의 어려움으로 현장에서는 정확한 측정법으로 단독접지저항 측정을 시행하기 힘든상황이다. 이런 어려움을 해결하기 위해 본 연구에서는 기존 건축물을 이용한 폐회로를 구성하여 접지 저항 측정 방법을 고안하고 이를 기존의 3전극법과 비교하여 적용 가능성에 대해 연구하였다.
총 10 곳의 단독접지저항 계통에서 두가지 방식을 비교한 결과, 단일 클램프 미터와 건축 구조물의 접지를 이용한 방식의 경우, 가장 정확하다고 알려져 있는 3전극법 측정값을 기준대비 평균 4% 의 오차율을 나타낸다. 이는 클램프 미터와 기존 접지를 이용한 방식이나 보조 접지극을 이용한 방식 대비 오차율이 매우 낮고 간편한 장점이 있다. 이렇게 오차율이 낮은 이유는 건축 구조물은 대규모의 병렬 접지계통으로 구성되어 자체 저항이 매우 낮기 때문이라고 판단된다. 그리고 이런 오차의 크기는 건축물의 면적이 넓을수록 줄어드는 방향성을 지니는 것을 실험에서 확인 하였다.
이 연구를 통하여 클램프온 측정법으로 현장에서 획일화된 점검이 가능 할 것으로 기대된다. 단독접지저항 측정시 건축 구조물을 이용하여 폐루프를 구성하여 측정한다면 적용 가능한 측정값을 얻을 수 있다는 것을 알게 되었다. 이는 클램프온 측정법으로 전체 일괄 측정이 가능하다는 것을 의미한다. 현장에서는 간단한 측정법으로 정확한 점검을 시행할 수 있을 것으로 예상된다.

Grounding, connect electricity equipment to earth, is an easy way to prevent workers from accidents by electricity. Ground serves to safely discharge to the ground when a short circuit occurs. Therefore, it is mandatory for electrical safety managers to monitor ground resistance at workplace . Despite the safety guidline, it is very difficult to measure the ground resistance due to following reasons.
The first is the limited space to bury auxiliary ground poles, which is essential for three electrode method The three-electrode method of measuring the exact value requires two additional auxiliary ground rods to be buried. However, it is difficult to measure ground resistance at paved area. Second, the clamp meter based measurement method cannot measure the ground resistance alone exactly. As a result, new method to monitor ground resistance accurately is suggested in this work.
If it is possible to measure ground resistance alone by the clamp-on measurement method, the entire site will be easily and precisely checked . However, due to stand alone system without any closed loop, it is impossible to measure ground resistance alone by the clamp-on measurement method . If one make closed loop forcibly using nearby object it will be possible to measure the ground resistance alone with a clamp-on meter
The experiment was conducted in three ways by making a closed circuit in a single ground system. The first is a method of constructing a closed loop using a surrounding building structure. And the second is a method of constructing a closed loop by burying an auxiliary ground pole. Lastly, The third is a method of constructing a closed loop using a surrounding grounding system. The third method is proposed by the KOSHA
In the experiment, a total of 10POINT single ground resistance systems were measured once by the 3-electrode method, three times by the clamp-on method, and a total of 40 times. The results of the three methods of closed loop configuration were compared based on the most accurate three-electrode method measurement. The use of building structures showed an average error rate of 4%, the use of surrounding ground system an average error rate of 9%, and the use of auxiliary ground poles showed a very large error rate in which judgment was meaningless.
The method using the building structure had a high accuracy with an error rate of 4%. The low error rate of the measurment method is originated from low ground resistance of buildings . Moreover, this method is more accurate, when the size of builing is large. Because of enlarged surface between building and ground, the error from the resistance between building and ground decreases. As a result it is possible to measure the ground resistance with less than 4% error.
Through this study, it is expected that uniform inspection will be possible using the clamp-on measurement method connected to ground of nearby building in the workplace.
