한국전쟁기 북한 점령하의 남한 인민위원회 선거 = People`s Committee Elections in the South under North Korean Control during the Korean War

This article analyzes the people`s committee elections that North Korean authorities led in Southern counties, sub-counties, and villages during the Korean War. Having occupied the South Korean region, North Korea moved to set up its people`s democratic system in the South, abolishing South Korean government offices. In the process, the elections were considered to give legitimacy to the provisional people`s committees, which were formed immediately after the entry of the North Korean Army into South Korea and expand the sovereignty of the Republic. Voting through a show of hands was used as the election method to protect the organ of power from penetration by reactionaries and encourage acceptance of the political order created by North Korean authorities. The percentage of voter turnout in Gyeonggi and Gangwon Provinces was estimated to be 50% and 35% respectively. The newly elected members of the committees consisted of various classes, but peasants and workers accounted for over 90 percent of the tal number of commit tee members. The overwhelming majority of people`s committee members were leftists who belonged to the Worker`s Party and independents, while moderates and right-wingers did not get elected nealy as often. The results of the elections-varied by region and - depended on how they were conducted. Some candidates dropped out of competitions through preliminary verification in sub-counties and villages, where there were recommendations and discussions for individual candidates according to the election regulations. In some places, however, the Worker`s Party regional leadership designated people`s committee candidates in advance and got them elected.
