As authoritarain period which had overwhelmed Korea during forty years after the establishment of a country faded away, Korea took the national problem of creating a new order
Local government come to a turning point in its history and must change in every respect because the power of districts and residents is increasing more and mdre and all needs of theirs erupted at the same time
Therefore, a central authority and control of the past canot meet the political needs and administrative demand of the provinces and cannot persuade residents Starting from the election of a local Assemblymen in 1991, we meet an age of a local self-government
By the way, our society do not still solve interregional conflict which originated from the central authoritarian period of the past.
This paper is to discuss a means for solving a regional conflictss, one of the problems which we must solve in the age of local self-government
