      A law about curtilage development promotion was made by 1980. 12. 31 ,which is a law No 3315, necessary for building a housing and which pescribes a special case about aqusition, development, supply, management and so on. Since that the law has designed a control of estate gamble and stability of land prices.
      But these days local self-government system made that the right of policies is transferred to local self-government groups. They do curtilage-development works for themselves and made a law of urban development, for which non-government parts can have a share in curtilage-development markets. So the markets is changed monopolization of government projects into competition between government and non-government parts.
      In this way, the main body of individual projects thinks it is better than to work independently to attempt an union development with partners who can make up his defects. Now the real condition is that SungNam-PanGyo and so on, 8 residential districts are developted by local self-government groups or local self-government groups with public coporations like the KNHC or the KLC.
      From now on it is expected union-development spreads to not only curtilage-development works but also all projects. So this essay is intended to study the present status, problems, and improvable plans about cooperation curtilage-development works.
