공연단체 재무건전성 제고를 위한 이사회 역할 연구 = A Study on Actual Functions of a Board of Directors to Maintain the Performing Arts Organizations’Financial Solvency

다국어 초록 (Multilingual Abstract)

On August 15, 2010 President Lee, Myeong-Park in Korea announced that we need to prepare the unification between South and North Korea. The President suggested to accumulate “tax for the unification” as one of examples. Af that, some industries began to prepare for the unification but cultural industry did not. I believe that we have to do this not only for the unification but also for improving existing problems.
Samsung Economics Research Institute insists that the case of the Germany Unification gives to us what we should prepare for our unification because of a number of similarities between Korea and German. Since 1990, Germany cultural budgets decreased because of the huge socioeconomic cost of the unification. So government subsidies to cultural organizations in Germany have decreased gradually such as the Opera Foundation Berlin. Managing Director of the Foundation Georg Vierthaler said the free ride of cultural organizations subsidized by the governmen may be end.
The performing arts organizations in Korea will be newly confronted with the loss of public grants like Germany when we unite two counties. In order to overcome the challenges of the unification, we try to find out the ways to be independent from the government subsidies. In short, it is best way to benchmark arts organizations in the United States. Arts organizations rely on the grants from their governments, going up to 85% in Germany of their annual budgets while the US institutions count on only 8%. Michael Kammen points out that in the last ten years “there have been clear signs that European countries are increasingly interested in and attracted by the American model.”Board members in the US organization try to develop private funding in a way of giving their money as contributors and requesting others for the organization as solicitors. One of principal functions of a board of directors in the United States is to maintain the their organizations’ financial solvency. In other words, the board of trustees are responsible for fundraising for their organization. Adapting the function of a board of directors in the US will help us to secure funding and stabilize organizations.

국문 초록 (Abstract)

2010년 8월 15일 광복절 기념식에서 이명박 대통령이 남북통일은 반드시 이루어지니 ‘통일세’ 같은 현실적인 방안을 준비해야 한다고 말한 것이 본 연구의 계기가 되었다. 다시 말해, 남북통일이 우리 공연계에 미치는 영향은 무엇일까를 생각하게된 것이다.
삼성경제연구소는 “독일은 우리나라와 유사한 점이 많은 국가로 통일을 대비하고 있는 우리에게 상당한 시사점을 제공해줄 것이다”라고 하였다. 이에 따라 독일의 공연단체들이 1990년 통일 이후 직면하게 된 현실들을 조사하게 되었으며, 그들은 정부 보조금의 급격한 감소로 인해 매우 혹독한 시련을 겪고 있음을 알게 되었다. 정부 보조금에 많은 의존을 하는 국내 공연단체들이 통독과 같이 사회적 비용에 보다 많은 지출로 인하여 보조금이 삭감될 경우 심각한 위기를 맞게 될 수도 있다.
따라서 통일에 대한 대비로 공연단체 수입구성에 있어 정부 보조금에 대한 의존도를 지금부터라도 점층적으로 낮출 수 있는 방안을 모색하였다. 이에 정부에 대한 의존도가 낮은 만큼 민간 기부금 비중이 상대적으로 높은 미국의 공연단체에서 방안들을 찾아보고자 하였다.
결론적으로 미국 공연단체들의 민간 기부금 유치에는 이사들의 역할이 컸으며, 특히, 자신이 속한 공연단체의 기부자(Contributors)로서, 그리고 타인에게서 기부를 유도하는 간청자(Solicitors)로서의 역할이 지대했다. 이것을 국내 공연단체들이 재무건전성 제고를 위한 방안의 일환으로 삼아야 할 것이다.
