산림복지시설이 지역인구 소멸완화에 미치는 영향 분석 = An Analysis of the Effects of Forest Welfare Facilities on the Mitigation of Local Population Disappearance

국문 초록 (Abstract)

우리나라는 풍부한 산림자원을 활용하여 관광⋅고용 수요를 높이기 위해 다양한 지원 정책을 시행하고있다. 그 결과, 산림을 이용한 관광⋅휴양시설에 대한 국민들의 관심도는 높아지고 있으며, 산림복지시설은 높은 경제적 가치를 바탕으로 지역의 고용과 소득수준을 높이는 데에 기여하고 있다. 또한, 산림복지시설의 대부분이 산촌⋅지방에 집중되어있는 만큼 인구감소 및 유출로 인한 지방소멸 문제를 완화하는 데에 도움이 될 수 있을 것이다. 본 연구는 이 점에 유의하여 산림복지시설이 지역인구에 미치는 영향을 검증하고 지방인구소멸 완화를 위한 전략을 마련하는 데 필요한 정량적 근거를 제공하고자 했다. 분위회귀분석 결과 산림복지시설 여부와 개수는 낮은 분위에서 인구에 긍정적으로 작용했다. 이는 산림복지시설이 인구가 상대적으로 적고 지방소멸이 심각한 지역에서 인구소멸을 완화하고 인구 유지 및 증가에 이바지하고 있음을 시사한다. 따라서 이러한 효과를 지원⋅확대할 수 있는 정책을 수립한다면 산림복지시설로 인하여 발생하는 효용을 극대화할 수 있을 것이다.

Forest welfare facilities contribute to raising employment and income levels in the region based on their high economic value. In addition, as most of the forest welfare facilities are concentrated in mountain villages and regions, they will be able to contribute to alleviating the problem of local disappearance due to population decline and outflow. The purpose of this study was to provide the quantitative basis necessary to verify the impact of forest welfare facilities on local population and to prepare strategies for mitigating local population extinction. As a result of quantile regression analysis, the presence and number of forest welfare facilities worked positively on the population in the low quantile. This suggests that forest welfare facilities are contributing to population maintenance and increase and alleviating population in areas with relatively small population and severe local extinction.
