우리나라 국회의 임명동의권과 인사검증시스템

다국어 초록 (Multilingual Abstract)

Appointing a right man for a position by the President is so important under the Presidential system. The appointing process is divided into the verification of the personnel matters by the Blue House and the personnel hearing and the consent by the Congress in Korea. However, in reality, there are many problems in the processes.
This study aims at examining on how the verification of personnel matters by the Blue House has to be to efficiently support the appointing power of the President and what are the reform measures to strengthen the democratic control in the personnel hearing and the congressional consent process. To achieve the aim, I will overview the separation of power doctrine and the national sovereignty principle which are concerned with the Presidential appointing power and the Congressional consenting power. Then, I will examine the present condition and the problems in the processes of the verification of personnel matters by the Blue House and personnel hearing by the Congress. And, finally, I will present the reform measures in the hearing and consenting processes by the Congress in order to strengthen the democratic control in the Presidential appointment.
