      본 연구는 국민의 생활체육을 활성화시키기 위하여 학교체육시설을 지역사회주민에게 보다 적극적으로 개방함에 따른 더욱 체계적이고 합리적인 경영 활성화 방안을 찾는데 목적이 있다. 이와 같은 연구 목적을 달성하기 위하여 학교체육시설의 현황과 운영 ․ 관리 실태와 생활체육과 연계한 학교체육시설의 운영 ․ 관리 실태를 분석하고, 생활체육 활성화를 위한 학교체육시설의 적극적인 경영 활성화 방안으로 경영학의 마케팅 믹스의 하나인 4P 이론을 응용한 모형을 제시하고자 하였다.
      전체적으로 볼 때 우리나라 전체 초, 중, 고교의 운동장, 체육관(강당 포함), 수영장 등의 체육시설은 학교 급별 교육과정도 정상적으로 운영할 수 없을 정도로 열악하며, 그 시설의 운영·관리 예산 확보도 어려운 것으로 판단된다.

      This study aims at seeking a method for more active and rational management and administration which follow on opening athletic facilities in school to a local resident positively in order to activate sport for all. To achieve the aim like this, this study includes in
      -. researching on the present situation and actual condition in the management and administration of the athletic facilities in school
      -. analyzing the actual state in the management and administration of the athletic facilities in school linked with sport for all
      -. presenting an activated plan in the management of athletic facilities in school for activating sport for all, which shows an application model of 4P theory that is one of the marketing strategies in business administration.
      On the whole athletic facilities of elementary, middle, and high schools in our country are faced with such poor surroundings, athletetic ground, gymnasiun, swiming gool, etc, that they can't manage to conduct regular curriculums per class in school, and also have a difficult situation for assuring budgets of the management and administration of the athletic facilities.
      The management of the athletic facilities in school have been subjected by administrative offices or teachers of physical education under the responsibility of principals, and most schools have a difficult actual situation for securing budgets at a principal's discretion, if needed, without making up extra budgets for the management and administration of the athletic facilities. In case that athletic facilities in school are actively opened, it should be arranged more systematic plans of management.
      In result of analyzing the actual state in the management and administration of the athletic facilities in school linked with sport for all, it showed that in Seoul 95% of school playgrounds have opened their facilities, 57.8% of them have opened facilities with fees. Schools which possess swimming pools have opened facilities with fees for residents of their communities, and the gym and auditorium have opened them partially rather than entirely with an independent form by the hour.
      In case that athletic facilities in school are opened by linking with sport for all, they should be positively arranged by activating a method of management for creating profits at an appropriated level suitably.
      To search for an positively activated plan in the management of the athletic facilities in school linked with sport for all, this study introduced 4P theory that is one of the marketing strategies in the business administration. Whereupon it presented an model at a part of the method by regarding participants of sport for all as customers, concept of place as the athletic facilities in school, concept of product as the sports program, concept of promotion as publicity of activating sport for all utilized athletic facilities in school, and concept of price as some rental fees of the athletic facilities in school.<Figure 14>
      To enhance the effectiveness in the management and administration of the athletic facilities in school, an administrative system must consist of some organic structure. In case that schools directly manage and administrate the athletic facilities in school, they should be equipped for the systematic structures with smoothly organic relation-
      ship among a person in charge of school administration (a principal), an administrator (a director of administrative office in school), and a teacher of directly conducting physical education class by using the athletic facilities in school. For the sake of doing this, it is necessary for a fully responsible person to utilize human resources in school. Schools that entrust a civilian or a nongovernmental organization in the management and are supported by a public organization, however, become relatively possess a simple systematic structures which are managed and administrated by agreement between these organizations and schools by differentiating systems in the management and administration of the athletic facilities.
      It is analyzed that an organization in the management and administration of the athletic facilities in school would have not an complicated structure but an highly formulated feature. Also, centralization and decentralization between the chief executive officer (the principal of each school) and the administrator in school should be in harmony.
