빈곤 개념의 재검토 = Refinding the Poverty: The Poverty as disempowerment

국문 초록 (Abstract)

빈곤 개념에는 그 실태를 학인하고 문제해결을 위한 방향설정이 당연히 포함되어야 하며 객관적이고 과학적이어야 한다. 최근 경제위기 이후 우리 나라에서는 빈곤의 규모나 빈곤계층에 대한 대응책을 둘러싸고 갈등의 양상이 전개되고 있다. 경기회복과 함께 빈곤문제가 개선될 것이라는 막연하고도 낙관적인 시각은 빈곤개념의 구조적 측면을 간과한 것이다. 빈곤은 어느 하나의 관점에서 규정해서는 안되며 인간존엄을 유지할 수 있는 최저한의 니드 수준을 포함한 다양한 수준의 니드 충족을 빈곤자가 주체적으로 요구하고 획득해 갈 수 있을 때 극복될 수 있다. 따라서 현재의 빈곤은 인간의 사회적 자립을 위한 니드 충족의 기반에 접근할 수 있는 힘이 박탈되어 있는 상태라 할 수 있다. 빈곤은 소득이 적다는 것, 그 때문에 필요최소한의 니드도 충족시킬 수 없는 상태라 할 수 있다. 그러나 빈곤이란 자립할 수 있는 사회적 기반에 접근할 수 없는 상태로서 상대적인 「힘의 박탈(disempowerment)」상태라 볼 수 있다. 따라서 빈곤은 사회적 힘의 기반을 이루는 자원에 접근할 수 없다는 것이 그 근본원인이 될 수 있을 것이다. 그러므로 빈곤한 세대는 사회적 힘을 획득해 가는 것에 의해 빈곤에서 빠져 나올 수 있는 길을 개척할 수 있을 것이다. 시민 사회속에는 가난한 사람들이 실제로 존재하고 있다. 각 세대가 정책형성을 위한 중요한 단위가 되어야 한다면 방어 가능한 생활공간이나 잉여시간, 자기조직화, 사회네트워킹은 중요한 요소로 될 것이다. 가난한 사람들이 힘의 근원이 되는 자원에 대한 접근성이 높아지고 의사결정에서의 자율성을 얻을 수 있을 때 그들은 빈곤에서 벗어날 수 있을 것이다. 빈곤문제 해결을 위한 프로그램은 개인들이 주인 의식을 갖도록 하고 힘을 형성하여 증가시킴으로서 자원에 대한 접근력을 키워나가 세대가 자립할 수 있는 방향으로 진행되어야 한다.

다국어 초록 (Multilingual Abstract)

Korea has troubled to defind the poverty and the poverty program after economic crisis. A view point of poverty problem will disappear according to the economic restore is not able to evaluate the constitute of poverty problem. We, however, could get over the poverty problem when we refind the poverty based on multiple human need and national minimum. Poverty in these days is disempowerment for self-help ability in the society and disempowermwnt of a social basis. A cause of poverty is that people can not access the basis of social power. A poor family is able to get out of poverty by means of get the social power. If a poor family become the unit of policy formation, a safeguard of poor family, an overplus time, self-organization and social network will become important factors. If a poor people is able to access the resource and they have the autonomy for decision-making, they can get over poverty. The program for a poor people have to be empowerment, and a poor people will be able to approach selp-help program. Until we develop these programs for them, it is difficult to ensure that poverty will be reduced.
