Second, 234 regions can be classified into seven different groups. The capital region is categorized into a abundant cultural capital group with several other metropolitan cities, while the others are categorized into the insufficient group. There are some local cities which have higher level than the capital region, suggesting the implementation of development strategies based on their superior position on cultural capital.
