This study critically analyzes the phenomenon of power concentration that has been repeated in Korean politics and reexamines the necessity of separation of power for the stable operation of democracy. Korea's concentration of power is a result of a combination of the structural characteristics of the presidential system, authoritarian political culture, and elite-centered political structure, limiting civic participation and weakening representation, accountability, and transparency.
Even though the separation of powers was systematically introduced after democratization, the President has continuously strengthened the power structure centered on the administration through personnel appointments, veto power, and budgeting influence. As a result, the actual power was concentrated on the president and large political parties, and the check function of the National Assembly and the judiciary was relatively weak. Abuse of power and media control issues were repeated in the ruling party majority system, and instability in state administration due to confrontation between the president and the National Assembly was repeated in the opposition-majority legislature system.
This power-intensive structure hinders the transparency and openness of policy-making, makes the attribution of responsibility unclear, and acts as a factor that amplifies social conflicts. Repeated cases of impeachment and judicial punishment after democratization can be said to be empirical evidence that institutional checks exist formally but have not functioned sufficiently in practice. This leads to a decline in trust in politics as a whole and weakens the stability of democratic governance.
In order to explain this phenomenon, this study uses elite theory and bureaucratic theory as core analysis frameworks. Elite theory emphasizes the monopoly and reproduction structure of power by minority political and economic elites, and bureaucratic theory explains the process by which the presidential administrative system weakens internal checks and systematically justifies the concentration of power. In addition, hierarchical authority order and network-oriented political culture also act as important factors limiting the effectiveness of the separation of powers.
In conclusion, in order to alleviate the concentration of power, it is necessary to rationalize the presidential authority, strengthen the legislative and judicial powers, and establish a decentralized administrative system. At the same time, when a democratic political culture with transparency, participation, and accountability is established at the same time, it will be possible to deepen the quality of democracy, restore political stability, and social trust.
