지방이양된 노인복지시설서비스의 지역 간 형평성 평가에 관한 연구 = A Study on the Regional Equity Evaluation of the Welfare Facility Services Devolved on Local Governments

This study aims at measuring regional equity of welfare services devolved on local governments. Equity of welfare services for the aged between different local regions were measured. The results of equity evaluations before and after the devolvement were compared to analyze whether transfer of welfare functions to local regions brought about equitable counteraction to regional demands. For the evaluation method, service demands that are the standard of equity evaluation were recognized through the population receiving benefits from the local services, and indexes of service equity based on regional demands were measured using the Coulter's inequity index model, and the Nagel's inequity index model. The level of inequity were analyzed and compared using the generalized entropy coefficient. This study, examined through a series of evaluations, showed that actual distribution of services can be repetitively compared according to a certain equity evaluation standard using various equity measurement tools, and such a comparison can infer whether certain policies of distribution such as a decentralization policy are actually effective or not.
