조선(朝鮮) 초기 군사정보 운영체계 연구 : 정보순환 과정을 중심으로 = A Study on the Military Intelligence Operation System in the Early Years Joseon Dynasty : Focusing on Intelligence Cycle Process

In the early Joseon Dynasty, military intelligence work was carried out by Royal Cabinet(Uijeongbu), Cabinet (Ministry of Defence)(Yukjo, Byeongjo), local government offices and Local Military Command(Jin). Comparing the military intelligence operation system of Joseon around the intelligence cycle process, Royal Cabinet(Uijeongbu) and Cabinet(Yukjo) performed functions such as intelligence planning and order, analysis, production, dissemination, and integration. And Local Military Command(Jin) and local governments performed functions such as intelligence planning and order, information collection, processing and use, dissemination and integration.
Through this study, it was confirmed that Joseon's intelligence operation did not have a special organization or decree like modern military organizations, but aseries of processes in which intelligence work was performed were similar to the current intelligence cycle process.
However, it is regrettable that due to the loss of historical records and limitations of data in the early years Joseon Dynasty, the agency, organization of information collection assets, command chain, and mission execution methods for each process of intelligence cycle were not specified. Continuous research is needed in that various intelligence collection assets, which were actively operated in the early Joseon Dynasty, are still in operating. In addition, research on the operation of national intelligence in the process of implementing Joseon's foreign policy after the founding of the country will be meaningful.

국문 초록 (Abstract)

조선 초기 군사정보 업무는 의정부와 육조(병조)를 비롯하여 진(鎭)과 지방 관아 등에 의해 수행되었다. 조선의 군사정보 운영체계를 정보순환 과정을 중심으로 대비시켜 보면 의정부와 육조는 정보계획 및 명령, 분석 및 생산, 전파 및 통합 등의 기능을 수행하였으며, 진과 지방 관아는 정보계획 및 명령, 수집, 처리 및 이용, 전파 및 통합 등의 기능을 수행하였다.
이번 연구를 통해 조선의 정보운영은 현대의 군사조직과 같이 별도의 기능을 가진 조직이나 법령을 갖추고 있지는 않았지만, 정보업무가 수행되는 일련의 과정이 현재의 정보순환 단계와 유사함을 확인하였다.
그러나 조선 초기 사료(史料)의 실전(失傳)과 자료의 한계 등으로 인해 정보순환 각각의 과정을 수행하는 기구, 첩보수집 자산에 대한 조직과 편성, 지휘관계, 임무수행 방법 등을 구체화 시키지 못한 점은 아쉬움으로 남는다. 조선 초기 활발하게 운용되었던 다양한 첩보수집수단은 지금도 운용되고 있다는 점에서 지속적인 연구가 필요하다. 향후 조선이 대외정책을 수행하는 과정에서 국가정보 운영에 대한 연구도 의미가 있을 것이다.
