국문 초록 (Abstract)

일본의 ODA는 60여년의 역사를 갖고 있으나 그동안 원조의 대부분은 아시아, 특히 동남아시아를 중심으로 경제인프라 개발에 초점을 맞추어 실시해 왔다. 이는 일본 입장 에서 볼 때 동남아시아가 경제ㆍ정치ㆍ외교적으로 중요한 전략적 지역이면서 일본이 실리도 얻을 수 있기 때문이기도 하다. 이로 인해 일본은 국제원조사회에서 ODA의 이념과 취지에서 벗어나 경제적ㆍ상업주의적 ODA 정책을 실시해 왔다는 비난을 받아왔 다. 그러나 2000년대 이후부터는 지나친 상업주의적 원조, 아시아에 치우친 원조라는 누명이 어느 정도 사라지면서 긍정적 평가를 받고 있다는 것을 알 수 있다. 이에 비해 우리나라는 과거 일본의 국제개발협력의 부정적 역사를 비슷하게 답습하 고 있고, 또 한국만의 독자적인 원조이념이나 철학이 부재하다는 비판을 받고 있어 일 본을 비판할 입장이 못 된다. 따라서 향후 한국이 국제사회에서 위상을 높이기 위해서 는 일본의 시행착오로부터의 학습효과를 통해 한국만의 독자적인 원조이념과 철학을 수립하여 수혜국의 실정에 맞는 효과적인 지원방식을 개발해 나갈 필요가 있다.

다국어 초록 (Multilingual Abstract)

Japan’s ODA has a history of 60 years. During those 60 years of history, Japan has supported most of its aid on Asia especially concentrating on Southeast Asia. The aid on Southeast Asia has been carried out focusing in developing the economic infrastructure. The reason for this, from the perspective of Japan the Southeast Asia is an important strategical area economically, politically and diplomatically; and on the one hand, Japan may gain practical benefit from the result of giving aid to Southeast Asia. Japan’s ODA policy has been criticized for conducting economical and commercial aid as it was done digressed from the international society ODA’s principle and intent. However, as the false accusation of excessive commercial aid and biased aid of Asia has cleared to some extent, it is now earning positive reviews. In comparison, Korea is following similarly the negative history of Japan on international development cooperation. Korea is criticized for the absence of its own aid principle and philosophy. Thus, for Korea to elevate its status in the international society, it should obtain the learning effect from the Japan’s trial and error. Korea should establish its own aid principle and needs to develop effective aid method adequate for the recipient countries.
