참여정부의 국가균형발전정책과 그 한계 : 경제성장과 공간구조간의 관계를 중심으로 = National Balanced Development policy of Korean Government and its Limitations : The Relationships Between Economic Growth and Spatial Structure.

This study addresses alternative policy direction for the national balances development policy of Korean government by examining the adequacy of rationale of the policy of Korean government by examining the adequacy of rationale of the policy. Given the unbalanced spatial development pattern of the country, it seems appropriate for the government to intervene in spatial development pattern. Logical adequacy of the policy, however, are far from proved, since the policy characterizing by innovation-led regional development strategy, is supposed to achieve dual objectives of economic growth and spatial structure based on the new growth theory. Next, the study delineates the spatial pattern of economic growth theory. Next the study delineates the spatial pattern of economic growth resulting from the innovation-led economic development process. Thirdly, this study addresses the limitation of the current national balanced development policy based on the theoretical arguments developed previously, Finally, the study concludes by suggesting alternative directions for the national balanced development policy.

국문 초록 (Abstract)

이 연구는 참여정부가 추진하고 있는 국가균형발전정책의 논리적 타당성을 경제성장과 공간구조간의 관계를 중심으로 검토하여 그 한계를 지적하고, 대안적 정책방향을 제시하였다. 현재 우리나라의 지역불균형 생황을 지적하고, 대안적 정책방향을 제시하였다. 현재 우리나라의 지역불균형 상황을 감안한다면 국가균형발전 노력의 당위성은 인정되지만, 경제성장과 공간구조에 고나한 기존 이론에 비추어 볼 때 혁신주도형 균형발전을 추구함으로써 지역균형발전과 경제성장을 동시에 달성한다는 정부 주장의 논리적 타당성은 충분히 입증되었다고 볼 수 없다. 따라서, 집행 측면에서 아직 초기단계에 있는 이 정책의 실효성을 높이기 위해서는 논리적 타당성에 대한 보다 심도 있는 검토가 필요하다. 이러한 목적을 위해서 이 연구는 우선적으로 지식과 기술을 토대로 한 경제성장과 그 결과로 형성되는 공간구조간의 관계를 이해하기 위해 신성장이론을 검토하였다. 다음으로, 신성장이론이 주목하는 지식을 기반으로 한 경제성장과정에서 필수적으로 나타나는 수확체증 현상이 가져올 경제활동의 공간구조적 특성을 공간적 패턴, 집적경제의 속성, 제도적 측면 등에 주목하여 정리하였다. 이러한 개념적인 틀을 토대로 하여 현재 정부가 추진하고 있는 국가균형발전정책의 논리적 타당성을 분석하고 그 한계를 지적하였으며, 논리적으로 보다 타당한 정책방향을 제시하였다.
