국문 초록 (Abstract)

이 연구는 제19대 국회의원선거의 부산광역시 사상구 참여관찰을 통해 고찰한 선거과정을 분석하고, 하나의 기초 사례연구로서 이것이 지니는 정치적ㆍ이론적 함의를 제시하는 데 주요 목적이 있다. 이번 선거에서 부산시 사상구는 민주통합당의 가장 강력한 대권주자인 문재인 후보와 27세 젊은 여성으로서 정치신인인 새누리당의 손수조 후보가 출마하여 경쟁하였다. 선거 중반까지 치열한 경쟁이 펼쳐진 사상구의 선거 결과는 민주통합당의 문 후보가 55.0%의 득표율로 43.8%의 득표율을 획득한 손 후보를 누르고 사상구 국회의원에 당선되었다. 결과적으로 이번 선거는 과거 새누리당의 전통적 지지기반이었던 부산지역 유권자들의 변화 가능성을 그대로 보여주는 좋은 사례였으며, 사상구 유권자들은 야당의 유력한 대권주자인 문 후보를 선택함으로써 새로운 변화를 기대하였다. 다른 한편으로‘부산ㆍ경남(PK) 대권론’과‘지역일꾼론’이 격돌한 이번 선거에서 사상구 유권자들은 국회의원의‘이중적 대표성(dual representation)’ 차원에서 토박이 지역일꾼보다 지역발전을 위한 큰 인물론을 주장한 문 후보를 선택하였다. 마지막으로 이번 선거는 2012년 12월 실시될 제18대 대통령선거를 앞두고‘대권 전초전’혹은‘대권 대리전’성격을 지니고 있었으며, 문 후보의 당선에도 불구하고 서부산 지역의‘낙동강 벨트’에서 3선에 성공한 사하을 선거구의 조경태 후보를 제외하고 문 후보만이 당선됨으로써 그의 향후 대권 도전이 쉽지만은 않을 전망이다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to analyze the electoral process of Sasang-Gu in Busan by the participant observation of the 19th National Assembly election, and to examine its political and theoretical implications as a case study. In Sasang-Gu constituency of Busan, Mr. Moon Jae-in, who is a MP candidate of Democratic United Party (DUP) as the leading candidate for presidency of the party, and Sohn Soo Jo, who is young candidate of Saenuri Party (SP) as a political new face and 27 years old, were competed in the period of election. From the beginning of electoral process, DUP tried to raise up the wind of opposition parties through the single candidate nomination between DUP and Unified Progressive Party (UPP) in the Western Busan, namely ‘Nakdong River Blet’ including Sasang-Gu. In front with DUP’s electoral campaign, SP propelled the electoral campaign, that Park Geun-hye, the chief of the Central Committee for Electoral Countermeasures visited for electoral support in Busan five times. As the electoral result, DUP’s MP candidate Moon gained 55.0 percentages of votes and became a member of th 19th National Assembly in Sasang-Gu. SP’s candidate Sohn got 43.8 percentages of votes, and lose the election. In conclusion, the electoral result of Sasang-Gu is the best case, which is seemed that Busan electorate’s voting behavior was changed from SP support to new change. Sasang-Gu voters expected new change to vote for DUP’s candidate Moon. In the other hand, Sasang-Gu voters choose the ‘Big Politician’ for regional development rather that ‘native-born worker’ in the dimension of MP’s dual representation, that is regional representation and national representation in the parliament election. Lastly, Mr. Moon won the election, but his race of the 18th presidency will not be smooth, because that his associated candidates did not elected in the Western Busan constituencies except Mr. Cho Kyung-Tae, who was elected for the third term in Saha Eul constituency.
