Every highly developed and developing countries like a Korea faced to such difficult problems as urbanization and urban growth. The urbanization is a state urban development, in contrast, urban growth will be taken to refer to a process of urban change. The perceived problems of the inner cities in the 1980s retain poor housing and quality of environment. It is a cause of anxiety in all developing countries.
Real estate has certain characteristics that limit the usefulness of ordinary supply and demand concepts and which, therefore, raise particular questions about the ability of the urban real estate market to regulate the use and development of land. Land is a major part of housing construction and the supply of land is somewhat fixed. Land does not have to be produced and it is vary difficult to produce at all in the usual sence. Therefore, a land speculator buys land with the intent of selling it at some later date for a sum sufficiently larger than the purchase price to pay his holding coasts and deliver him a profit. A speculator does not perform any enterpreneurial function such as detailed planning, exercising a major effort to alter zoning, or installing improvement.
The housing shortage already becomes serious problems at large cities in our nation. For the meet of housing problems, various policies are needed. As the land is an indispensible condition for the housing construction, land development and supply policies are very important.
For the development of housing land policy, establishment of the Land Development Act. collect of profit in the land development, permission system of land development, reinforcement of function
in Land Developing Corporation, enlargement of redevelopment programs, public management of land development, development of hilly districts are necessary. And, for the promotion of housing land supply policy, maximum use of housing land, divide of land supply enterprise under consideration of income level, unification of land price, financial support for land plainning pragrams, unify of land valuation system, enlargement of land price announcement system, and promotion of land supply for the rent houses are needed.
