경계가로지르기로서의 글로컬리티: 오스트리아-이탈리아 접경지역의 <오이레기오 티롤-남티롤-트렌티노>

국문 초록 (Abstract)

유럽연합은 국가차원의 협력의 하위 단계인 지방자치 단체 차원에서의 초국경적 협력사업을 지원하고 있다. 본 논문은 그 사업을 르페브르(Lefebvre)의 의미에서 두 공간, 즉 지역사회의 “재현적 공간”(“체험 공간 the lived”)과 유럽연합의 이념적 공간 즉 “공간의 재현”(“구상(構想)공간 the conceived”)이다 3f.)의 접점찾기라는 시각으로 고찰한다.
우선, 유럽에서 현대국가 출현 시대부터 이미 시작되었던 독일과 네덜란드의 지역간 협력사업 "오이레기오"에 대해서 소개한다. 그것들은 주로 상업적 목적에 의한 국제협력조약이었음을 지적한다.
유럽연합은 브렉시트로 표면화된 국가간 갈등 문제에 직면하고 있다. 본 논문은 이 위기 상황에서 국가차원의 협력의 하위 단계인 지방자치 단체 차원에서의 초국경적 협력사업들이 그 문제의 해결에 기여할 수 있다는 관점으로 이에 대해 고찰한다. 연구관점은 르페브르(Lefebvre)의 공간 패러다임의 의미에서 두 공간 개념, 즉 지역사회의 “재현적 공간”(“체험 공간 the lived”)과 유럽연합의 이념적 공간 즉 “공간의 재현”(“구상(構想)공간 the conceived”)의 접점 찾기라는 관점이다.
우선, 유럽에서 근대국가 형성기에 시작되었던 독일과 네덜란드의 지역간 협력사업 "오이레기오"에 대해서 소개하고 그것들은 주로 상업적 목적에 의한 국제협력조약이었음을 지적한다.
그 다음에는 그 전통이 유럽연합의 법적 기구 “지역 합작을 위한 유럽 연합체 Europäischer Verbund für territoriale Zusammenarbeit(EVTZ)”의 설립으로 제도화되었음을 소개한다. 그리고 현재의 중요한 운영원칙으로서 보충성 원칙 등을 소개한다. 유럽연합은 유럽2020의 유럽 균형발전을 위해서 초국경적 지역협력기구들의 협력사업들을 지원할 때 지역의 자율성을 존중하고 있는 것이다.
그 다음에는 지역민들의 "재현적 공간"으로서의 유럽의 알프스 권역의 <오이레기오 티롤, 남티롤, 트렌티노>의 역사와 현재의 활동 상황을 고찰한다. 이리하여, 지역의 과거의 역사 속에서 형성된 지역민의 국적, 국경 의식은 의식적(儀式的) 공간적 실천에 의해 형성된 "향토"의식 즉 "재현적 공간"이고, 반면에 유럽연합이 지향한 "유럽적 결속"공간은 "공간의 재현"인바 과거에는 이 두 공간이 접점을 찾지 못하고 충돌하였지만, 오늘날 <오이레기오>사업들의 국제적 네트워크 사업 활성화는 그 두 공간들이 양립하며 함께 발전하게 하고 있음을 밝힌다.

다국어 초록 (Multilingual Abstract)

The present study reports on the cross-border co-operations in the European region which are not practiced at national but regional level in the border regions. First, it outlines the history of territorial cooperations and shows how many international cooperations are there currently along the borders activated. It also introduces the history of European Grouping of Territorial Cooperation (EGTC), which promotes cross-border networking of cooperations with the European Regional Development Fund (ERDF).
This study then examines the practices of the "Euregio Tyrol South Tyrol Trentino / Alto Adige Tirolo Trentino" as one of the funded collaborations. The frame of the examination is that of Henri Lefebvre’s space theory. It describes the international co-operations of the “Euregio” as the process by which the ideal “Representations of space” of European Union and the real “Representational space” of the inhabitants with their patriotism can be united.
The conclusion is based on the europeanisation of the regionalism 'We are Tyrolean' that is reshaped through the rescaling of the borders as ethno-national borders as the inhabitants want. The Rescaling would make the borders welcoming bridges to be crossed.
