고령사회의 도래에 따른 실버타운 개발방향에 관한 연구 = (A) study on the direction of development at silver town by the aged society

As increasing of the old living in home alone and becoming weaken for family's Support capacity for the aged. This research shows development directions for a future silver town after investigating Silver town's problems by searching consumer awareness of the aged welfare facility Which is charged and silver town.
First, most the old thinks the old welfare facility as just an institution for the old Therefore many the aged who want a entrance have hesitated because of their children and a neighbor. This problem can be solved by welfare facility' settlement. Also a continual effort in a national side is needed and a political consideration is required as their selection is stately choice in old age.
the second, the reason that the aged welfare facility are build at the suburb or the country then a city is a appropriate the value of land and convenience for purchase as more the positive development of silver town is accomplished the administrational deregulation is needed for each restrictions of the old welfare facility' laws and living expenses then a private enterprise invest in silver town, a base to reinvest is made by ensuring profits.
the third, Using of a volunteer worker is important to improve the problems that are lack of an expert staffs in the old welfare facility and moving to other job. But it is possible as a government provide a welfare facility with admitting for a welfare facility's career and offering expenses to a volunteer worker. Also the welfare facility must develop program which a volunteer worker do their job from a proper arrangement.
the fourth, to relieve the fund burden of old people wanting to occupy the silver town, the housing fund policy for the aged is needed that can support national housing fund meant for commoners' housing for the housing for the aged in the form of long-tern housing loan at the low interest and key money for lease.
the fifth, it is required to stop including the property tax and the synthesis land tax from old-man residential facilities in income tax. Also, we need to have a new regulation that the definition of residential property in transfer income tax has to include old-man residential facilities only.
It has come a time government and the private sector to perform a mutually reciprocal role in the welfare institutions for the aged.
Financially difficult commoners should be allowed to occupy the welfare institutions for the aged provided by government without compensation. And the social consensus is required that enables old people with a given ability of economic burden to occupy the mixed-use facility of their own choice with their free will and enjoy a pleasant old-age life.
The firms specializing in developing and operating the silver town can continue to invest when proper profits are secured based on the economic principle of free market, and it is judged that it is possible to activate the true silver town.
Also, the study task is to develop the economical residential form well-suited to Korean people in terms of silver town business.
