참여정부 균형발전과 지방분권 정책의 분석 및 전망 = Analysis and Prospect on Balanced Development and Decentralization Policy in the Participatory Government

다국어 초록 (Multilingual Abstract)

The Participatory Government has strongly pursued balanced development and decentralization toward better national development for its 5-year regime. The purpose of this study is to review balanced development and decentralization in the Participatory Government. Based on the review, this study focuses on analyzing the results and limitations of balanced development and decentralization in the Participatory Government in terms of policies and programs, policy making and implementation systems, and procedures and methods. Even though strong willingness and efforts of the Participatory Government toward balanced development and decentralization, this study points out a lack of coordination among departments in national government and local governments and a lack of mutual understanding and national consensus as well as the limitations of directions and contents of programs of balanced development and decentralization. Finally, this study suggests future directions and strategies of balanced development and decentralization in Korea.
