서울디지털산업단지의 재구조화 = The Restructuring of the Seoul Digital Industrial Complex: From the Productive Space to the Consumptive and Rent-Seeking Space

국문 초록 (Abstract)

본 논문은 2000년대 진행된 서울디지털산업단지의 재구조화 정책과 그 결과를 분석하는 것을 목적으로 한다. 1990년대 주요 제조업체들이 빠져나가면서 일종의 산업공동화의 위기감을 경험하던 서울디지털산업단지는 2000년대 들어 IT와 첨단산업 중심의 공단으로 새로운 변신을 시도함으로써 주요 언론으로부터 도심공단재구조화의 성공사례로 주목 받게 된다. 그러나 아파트형 공장이 활성화되고 첨단화가 진행되면서 오히려 서울디지털산업단지는 영세사업장 중심의 공단으로, 그리고 산업생산 활동 자체가 쉽지 않은 공단으로 변모하게 된다. 또한 공단활성화의 명분하에 업체유치 지상주의 정책을 전개하면서 산업공단에 들어올 수 없는 업체들이 공단에 입지하여 각종 혜택을 받으면서 영업활동을 수행하게 된다. 여기에 산업생산 활동을 수행하는 공단으로서의 모습보다는 외관상 깔끔하고 수많은 소비자들의 돈지갑을 열 수 있는 소비공간이기를 선호하는 지자체의 이해가 공단정책에 반영되고, 나아가 지대수익을 추구하는 건설업체와 임대업체의 이해가 결합되었다. 그 결과 산업활동을 통해 새로운 가치를 생산해내는 산업공단 본연의 기능이 위축된 가운데, 서울디지털산업단지는 생산의 공간이라기보다는 건설 및 임대자본이 투기적 수익을 추구하는 공간으로, 유통자본을 중심으로 하는 상업과 소비의 공간으로 변모하고 있다.

This paper aims to analyze the results of the restructuring of the Seoul Digital Industrial Complex over the 2000s, After experiencing the hollow of industry in 1990s, Seoul Digital Industrial Complex attempted the transformation of the IT and high-tech industrial center in 2000s. This was appraised as a successful case of the restructuring of the inner-city industrial district. Apartment-type factories are activated, however, Seoul Digital Industrial Complex is becoming the center of small business and production activity is more difficult in it. In reality, Seoul Digital Industrial Complex is losing the function of industrial complex in itself producing the value added by the industrial activity. Instead, Seoul Digital Industrial Complex is becoming speculative space by non-industrial company, and transformed into a space of commerce and consumption rather than production.
