현재 지구기후변화정치는 1997년에 설립된 교토체제가 사실상 붕괴되면서 일대 전환기를 맞이하고 있다. 주권 국가들의 공약을 바탕으로 하는 기존 레짐 중심의 지구환경협력의 효과성은 크게 저하된 반면 다양한 층위에서 다양한 행위자들의 완화(mitigation) 및 적응(adaptation) 정책들이 시도되고 있다. 학자들은 이러한 과도기적 현상을 regime complex 혹은 polycentric governance 라고 칭하기도 한다. 이 논문은 이러한 지구기후변화정치의 역동성과 다층위성을 보다 면밀히 파악하기 위해 북경이라는 한 도시를 선택하여 그 도시 내에서 외국의 행위자들과 국내 행위자들이 어떤 분야에서 어떤 방식으로 기후변화정책을 위해 협력하고 있는지를 경험적으로 보여주는 것을 목적으로 한다. 이 논문은 북경에서 거주하고 있으면서 중국의 기후변화정책에 관여하고 있는 외부(외국) 행위자들을 (1) 대사관 및 정부 기관 (2) 환경비정부조직과 같은 옹호 단체 (3) 연구 기관이나 싱크탱크 (4) 기업 관련 단체 (5) 국제기구의 북경사무소 등의 다섯 범주로 분류하고 이에 덧붙여 이들간의 연결 역할을 하는 장터 조직(platform organization)까지 포함하여 이 여섯 범주의 행위자들의 활동을 소개한다. 이 논문은 이들의 활동이 단순히 보여주기 식이 아니라 실질적인 효과를 내고 있으며 특히 연구 프로젝트 및 시범사업, 재정 지원, 환경 의식 재고 등의 면에서 기여가 있음을 밝힌다. 그러나 이와 동시에 이들과 중국 정부와의 협력이 보다 효과적이기 위해서는 중국 정부 특히 국가발전개혁위원회가 이들의 재정적 지원들을 보다 체계적이고 장기적인 관점에서 배분하여야 하고, 지방정부들이 이들의 프로젝트나 시범사업을 실질적으로 주도할 수 있을 정도의 자율성을 가져야 하며, 보다 효과적인 민관협력(public-private partnership)을 위해 중국 정부가 국내환경단체들에게 보다 큰 자율성을 부여해야 할 것 등을 제안한다.

다국어 초록 (Multilingual Abstract)

How can we understand the multifaceted nature of transnational climate cooperation? What sort of climate cooperation is occurring among which actors and in what dimension? This article presents a case of transnational climate cooperation between domestic and international actors in Beijing, China. It identifies major foreign government organizations, advocacy groups, think tank and research institutes, service providers and business organizations, and international organizations working in Beijing to affect China’s climate change policies, analyzes their functions, and identifies domestic factors that affect their activities. If finds that climate cooperation between foreigners and the Chinese government has been substantial and the activities of green foreigners play a significant role in China’s climate policies. However, constraints such as the government's control of foreign projects, highly centralized environmental governance, and lack of civil society should be addressed for more effective cooperation.
