다국어 초록 (Multilingual Abstract)

In the era of cybercrime, security software programs ? in other words vaccine program - are used broadly to protect computers against malicious program(malware). But there are problems with these vaccine programs and a rogue security software program is regarded as an example.
A rogue security software program is a type of misleading application that pretends to be legitimate security software, but which actually provides a user with little or no protection and, in some cases, can actually facilitate the installation of malicious code that it purports to protect against. Furthermore, it could requires a lot of money in ther name of protection.
Also an advertising, that a rogue security program could actually protect computers against malware, is false and it could be deceit in der meaning of fraud.
Any person shall be prohibited from transmitting or distributing any program (malicious program) that may damage, disrupt, and destroy the information and communications system, alter and forge the data or programs, etc., or hinder the operation thereof without any justifiable reasons(ACT ON PROMOTION OF INFORMATION AND COMMUNICATIONS NETWORK UTILIZATION AND INFORMATION PROTECTION, ETC. Art. 48). But it is skeptical, whether a rogue security program is malware in this Act, because this program causes not so great damage to the victim’s computers.
