    This paper attempts to take a strategic review of the US intervention to the Strait of Hormuz, the strategic chokepoint of world oil transportation. The United States embodies the Maritime Security Initiative. As this different strategic behavior of intervention by US military deployment, I would like to analyze the US strategic change in this case.
    The region is in deep conflict with the interests of the actors involved, and Iran has historically been in conflict with the United States, with its ambitions to secure nuclear weapons and become hegemonic power in the region. They are forming an alliance with Shi'ites of their neighbors, threatening and countering the United States and its neighbors. President Trump suspended US participation on the JCPOA on May 8, 2018. He is putting pressure on Iran to undertake comprehensive measures and sanctions. The U.S. appears to be pushing for a full-fledged review and sharing of responsibility for what the U.S. unilaterally places a heavy burden .
    The study found that the US foreign intervention strategy has been determined by its profits and costs. In particular, the strategic change with the start of the Trump administration. Saudi Arabia is a traditional ally of the region that can confront Iran while frustrating Iran's nuclear ambitions through multilateral intervention rather than deterrence. Achieving deterrence through military cooperation or sharing burden with allies, the United States is demonstrating its strategic intention to remain an offshore balancer. Other countries also came together to confirm the US's strategic choice to reduce the burden on the United States and make the US a supporter.

The United States embodies the Maritime Security Initiative.     이 논문은 최근 긴장이 높아지고 있는 호르무즈해협에 대한 미국의 개입문제를 전략적 관점에서 살펴보는 시도이다. 세계 유류수송의 핵심 수로인 호르무즈해협의 전략적 해상요충지(chokepoint)를 두고 이 지역에서 일종의 하이브리드 형태의 전쟁이 진행 중이며 미국은 호르무즈해협‘해양 안보계획’(Maritime Security Initiative)을 구체화하고 있다. 이런 미국의 행동은 과거 군사력 전개와 배치에 의한 억제라는 전략적 행동과는 다른 모습을 보이는 미국의 이 지역에 대한 전략적 변화를 분석해 보고자 한다.
    호르무즈해협은 행위자들의 이익과 관심이 심하게 충돌하고 있는 지역이다. 이란은 미국과 역사적으로 갈등과 대립을 이어오고 있는 나라이며 핵무기를 확보하여 이 지역의 강자가 되려는 야심을 가지고 주변 이슬람 시아파와 동맹을 형성하여 미국과 주변국들을 위협하고 있다. 미국의 트럼프(Trump) 대통령은 2018년 5월 이란의 핵 관련 합의인‘합동 포괄적 행동 계획’(JCPOA)에 미국의 참여를 중단하였다. 이어 이란이 핵무기를 획득하는 것을 막기 위한 새로운 전략에 착수하여 이란에 대한 제재의 재개와 포괄적인 압박을 가하고 있다. 미국은 동맹관리의 비용에 대해 미국이 일방적으로 많은 부담을 하는 부분에 대한 본격적인 재검토와 책임분담을 추진하고 있는 것으로 보인다.
    연구 결과 미국의 대외 개입전략은 당시 미국의 세계전략 우선순위와 미국의 이익과 비용이라는 큰 틀에서 결정되었음을 발견하였다. 특히 트럼프 정부 출발과 함께 전략적 변화를 보이는 것은 미군의 직접개입에 의한 억제보다는 다자간 개입을 통하여 호르무즈해협의 안전을 확보하고 이란의 핵 야망을 좌절시키려고 하는 점이다. 아울러 이란에 맞설 수 있는 지역의 사우디아라비아, 쿠웨이트, 같은 우방들에 대한 지원과 군사협력 내지는 책임분담(Burden Sharing)을 통한 억제를 달성하면서 미국은 역외 균형자 (Offshore Balancer)로 남겠다는 전략적 선택을 하는 것으로 보인다. 즉, 다른 나라들도 함께 나서므로 미국의 부담을 줄이고 미국은 컨트롤러 내지 서포터 역할로 이행하겠다는 미국의 전략적 선택을 확인할 수 있었다.
