북일 수교교섭에서의 미사일문제: 국제사회의 경계를 넘어서 = The Impact of Ballistic Missile Issues on North Korea-Japan Diplomatic Normalization Talks: From the Perspectives of the Boundaries of International Society

Using the theoretical orientation of the English School, this research illustrates how North Korea's ballistic missile tests have affected its diplomatic normalization talks with Japan. This research first reviews the extant literature on the boundaries of international society in order to formulate an analytical framework for investigating the North Korea-Japan relations. Second, this paper juxtaposes the progresses of North Korea-Japan normalization talks and North Korea's ballistic missile tests to determine their linkage. Since international society is a community of nation states sharing common rules, institutions, interests, identities and norms, we argue that any aspiring member is requested to undergo ideational and institutional changes befitting its new membership. Being situated outside international society, North Korea has organized diplomatic normalization talks with Japan for two decades, hinting at the possibility of far-reaching ideational and institutional reform. Despite these efforts, however, North Korea's ballistic missile tests contributed to consolidating North Korea's identity as an enemy state and strengthening security cooperation amongst its neighboring states. More specifically, North Korea's ballistic missile tests led to the strengthening of U.S.-Japan alliance and Japan's independent defense preparedness. Even though North Korea's ballistic missile tests had negative impacts on its relations with Japan on a short-term basis, however, this research leaves open the possibility of North Korea-Japan rapprochement on a mid-term and long-term basis. This is because the boundaries of international society are not a fixed demarcation line, but a temporary borderline malleable to the progress of diplomatic negotiations and social exchanges to revise mutual identities and norms.
