국문 초록 (Abstract)

본 연구는 한국을 포함한 OECD의 복지국가들을 대상으로 복지국가의 유형화를 시도하고, 신사회적 위험에 대한 복지국가적 대응의 정도를 중심으로 복지국가의 변화와 지속에 대해 탐색하고 있다. 퍼지셋 분석을 통해 확인된 본 연구의 주요 연구결과는 다음과 같다. 첫째, 에스핑 엔더슨이나 많은 복지국가연구자들이 밝혀 낸 기존의 복지국가유형화(즉, 사회민주의주의, 보수주의, 자유주의, 남부유럽국가레짐)는 대체로 아직도 유효하다. 둘째, 그런 중에서도 변화들이 있는데, 1990년대 초 하르츠 개혁이후 두드러진 독일복지국가의 축소 지향적 재편, 반면에 오스트리아, 네델란드, 아일랜드, 영국의 신사회위험에 대한 복지지출 확대 등이다. 셋째, 대체적으로 일본과 미국이 새로운 복지프로그램이 도입과 확장에 뒤처지면서 다른 자유주의 국가들과 격차가 점점 더 크게 벌어지고 있다. 그리고 넷째, 한국은 일본 미국과 함께 그룹 지울 수 있으며, 가장 작은 규모의 소득보장, 미발달된 적극적노동시장정책, 그리고 낮은 수준의 여성과 아동친화적인 복지정책이라는 특징을 보이고 있다.

다국어 초록 (Multilingual Abstract)

This article seeks to explore the change and continuity of the western and korean welfare states focusing on the behavior of welfare states for new social risks. A fuzzy-set analysis verified four points. First, Esping-Andersen and other welfare state regime analysis still remain valid. Social-Democratic, Continental-Europe, Liberal, and Southern-Europe welfare states retain distinct characteristics. Second, there are noticeable changes as well. German welfare state experienced significant reduction in generosity of public welfare provisions since 1990’s Hartz Reform. In contrast, Netherlands, Ireland, Austria and United Kingdom expanded social investment spending, especially active labor market policies. Third, a growing gap emerged between Japan and USA and other liberal welfare states such as UK, Canada, Australia, New Zealand, and Ireland in terms of social investment spending. Fourth, Korea features the smallest income maintenance, underdevelopment of ALMPs and social service programs related with gender and family. Korea could be grouped together with the USA and Japan.
