ARUW 세계대학평가기제의 효율성에 관한 실증연구 = Empirical Study on the Efficiency of World University Rankings(ARWU)

국문 초록 (Abstract)

1980년대 이후 영･미를 시작으로 나타난 신공공관리론에 의한 공공부문의 개혁으로 인하여 전통적인 관리방식에서 성과주의로 변화를 맞이하게 되었고 1990년대 이후에는 신공공관리가 확대되면서 시장원리 및 경쟁체제가 모든 부분에 적용되기 시작하였다. 이 과정에서 대학평가도 인증제평가에서 기관별로 순위를 내는 순위평가체제로 전환되었다. 2000년 이후에는 세계대학평가의 순위평가체제가 더욱 활성화되기 시작하였다. 세계대학을 대상으로 하는 순위평가로는 2003년 최초로 실시한 중국 상하이 자이퉁 대학(Jiao Tong University)의 Academic Ranking of World Universities(이하 ARWU), 영국의 QS가 시행하고 있는 World University Ranking, 영국 Times Higher Education, 스페인의 Webometrics, 네덜란드 Leiden, 대만의 HEEACT 등이 있다. 이에 세계대학평가기관인 중국상해교통대학의 ARWU 평가체제를 실증적으로 분석하고 최신의 상대적 효율성 평가기법인 DEA/AP를 적용하여 그 대응방법을 모색하였다. 본 연구는 새로운 대학평가모델 제시를 통하여 세계대학평가체제의 발전과 대학 경쟁력강화를 위해 평가항목별 개선사항에 대한 시사점을 제공하는데 의의가 있다.

다국어 초록 (Multilingual Abstract)

Paradigm of higher education is Changing and restructuring education system in universities around the global. World university ranking has been evaluated with the result of one of the excellence rating for Global Education in Korea University.
We can consider by applying to empirical analysis of the world such as the University of Shanghai Jiaotong University ARWU and DEA/AP relative efficiency evaluation method. The first analysis examined top 20 by region that showed to occupy the entire United States and British universities except the University of Tokyo and occupied approximately 20% Asia / Oceania / Africa in the portion of the world's Top 500. Second, the name of the college raised above 43 countries.in the world Top 500. Third, the analysis of the correlation between the ARWU ranking index showed that 92% correlation with number of papers published Nature and Science had the greatest impact on the priority indicators.
ARWU ranking of the last three years reported in regular sequence that have correlation between the indicators that N&S-> HiCi-> Award-> Alumni-> PCP-> PUB. Fourth, seen through the DEA / AP model of the 48 universities within top 100 of ARWU, five university colleges found 100% effective Group. Fifth, showed that the correlation very lowed that have ARWU ranking with DEA/AP ranking. But DEA/AP and PCP showed 0.571 (57.1%) correlation scale that means DEA model can be seen as an evaluation mechanism.
