북핵 문제의 성격과 해결을 위한 전략 구상 = The Essence of the North Korean Nuclear Issue and the Strategic Process for Its Resolution

다국어 초록 (Multilingual Abstract)

This paper has the purpose of emphasizing the importance of seeking solution to North Korean nuclear issue under the broader context of the North Korea problem. The past experience of nuclear negotiations demonstrated that the 'give-and-take' method of negotiation could not resolve this issue. This signifies that stakeholder nations have little common interest in this issue. The tentative conclusion is that there needs to be restructuring of interests and transformation of the strategy of South Korea.

The most urgent agenda is consensus-building for the five countries of the Six-Party Talks with expansion of common interests. With that as basis, it might be then possible to establish international network to implement the engagement policy that encourage reform and open-door policy of North Korea, that is, the nexus of the North Korea Problem. The essence of this process will be ultimately to construct the multilateral cooperation framework in Northeast Asia and establish international engagement towards North Korea under this framework. It will focus on eliciting commitment from Pyongyang to the international norm and contract, while providing reassurance that this would be favorable to their regime as well. This can be called the 'hedged engagement.' For the South Korean diplomacy, the whole idea of this strategic process could be considered the 'multi-tracked multi-multilateralism.'
