트램 교통사고 특성 및 안전대책에 관한 연구 = A Study on Tram Traffic Accidents Characteristics and Safety Measures

This study is a basic study to prepare safety measures for the tram that is being introduced into Korea by reviewing accident analysisand accident compensation system of the tram. Analysis of accident characteristics of the tram was analyzed based on overseas data.
Five years after the inauguration of the tram, accidents were halved and stabilized. Deaths accounted for 0.5 % of all casualties, mostaccidents were minor. Accidents with other mean transportation were high 84.1 %, among them accidents with passenger cars wasfound to be highest. The frequent points of accidents were analyzed as intersections and tram stop, and measures for pedestrianaccidents were found to be important. Those are proposed safety measures through analyzing tram accident characteristics: Monitoring accidents which occur within five years of its inauguration, developing accident database input system, installation of fences forpreventing people from jaywalking, operating traffic signal for preventing people from jaywalking through connection of pedestriansignals and tram signals, clamping down on illegal U-turn cars and jaywalking pedestrian, Also, those are proposed accident treatmentmeasures based on general driver receptively and overseas data: property damage liability coverage (PI) of car insurance, comparativenegligence when the accident occurs between car and tram.

국문 초록 (Abstract)

본 연구는 트램의 사고분석과 사고보상 체계를 검토하여 국내 도입이 추진되고 있는 트램의 안전대책 마련을 위한 기초연구이다. 트램의 사고특성 분석은 해외자료를 기반으로 분석하였다. 트램 도입 후 5년이 지난 시점부터 사고가 절반으로 감소하여 안정화 되었고, 사망사고는 전체 사상자의 0.5 %이고 대부분 경미사고로 나타났다. 또한, 타 이동수단과의 충돌사고가 84.1 %로 대부분을 차지하며, 그 중 승용차와 사고빈도가 가장 높게 분석되었다. 사고 잦은 지점은 교차로와 정류장으로 분석되었고, 특히 보행자사고에 대한 대책이 중요하게 나타났다. 트램의 사고특성을 토대로 정책적 차원의 안전대책을 제시하면, 트램 개통 후 5년 내 사고 모니터링 집중시기 설정, 교통사고 DB관리를 위한 입력체계 개발, 정류장 주변 무단횡단 방지 펜스 설치, 보행신호와 트램신호 연계를 통한 무단횡단 방지 신호 운영, 교차로 불법유턴 차량 및 보행자 무단횡단 집중단속 등이 필요한 것으로 나타났다. 또한, 일반운전자의 수용도 조사와 해외사례를 토대로 트램의 사고처리 시 가장 중요하게 고려되어야 할 대책을 제시하면, 자동차보험의 대물 보상한도 문제와 트램과 차량 사고 시 과실제도 마련으로 나타났다.
