사회자본론의 적실성에 관한 비판적 함의 = Theoretical Relevance on the Concept of Social Capital

다국어 초록 (Multilingual Abstract)

This study aims to investigate the theoretical relevance on the concept of social capital. Social capital is generally defined as features of organization such as networks, norms, and trust that facilitate coordination and cooperation within or among group. This concept of social capital, coined by P. Bourdieu and J. Coleman and popularized by R. Putnam. The perspective on social capital can be broadly divided into three aspects: economic, political, social perspective.
The lack of precise meaning, very loose and confusing applications of the concept as well as its conservative political, ideological implications have been pointed out by many critical reviewers. But Recent works employing the concept of social capital appear to focus mainly on positive aspects and neglect dark side of it.
Specially, Putnam's concept of social capital has its limit in its adhesion on the viewpoint of civil society: The diversity of civil society is not reflected and the measurement of social capital is not well developed. Finally, the work needs to be wary of uncritical following Putnam's trend.

국문 초록 (Abstract)

사회자본론은 하나의 독립된 학문적 산업을 형성할 만큼 성장했다. 거의 모든 학문이 사회자본론을 다룰 뿐만 아니라, 실제 생활에서도 사회자본이란 용어를 듣는 것이 낯설지 않을 만큼, 사회자본은 그 어떤 개념보다 강력한 영향력을 미치고 있다.
Bourdieu와 Coleman을 거치면서 Putnam에 이르러 전 세계적으로 확산되기 시작한 사회자본의 위치는, 국가나 사회가 안고 있는 문제를 해결하는데 있어 대단할 정도로 위력을 지니고 있다. 세계은행이 발전의 잃어버린 연결고리로 지목하면서 사회자본에 대해 급격히 관심을 가지게 된 것이 이를 반증한다. 사회자본이 이처럼 확산된 배경에는 Putnam의 공헌이 크다. 그것은 그가 사회자본을 측정하기 위한 여러 척도를 제시했을 뿐만 아니라, 사회자본이 경제발전과 민주주의에 중요한 요소임을 부각시켰기 때문이다.
그러나 사회자본론이 폭발적으로 확산되는 또 다른 한 편에서는 이에 대한 비판도 만만치 않다. 사회자본이 기저하고 있는 시민사회론, 방법론 그리고 이데올로기적 함의에 이르기까지 비판의 수준과 범위 또한 다양하다. 이 같은 비판들 중 특히 Putnam류(類)의 사회자본론은 근본적으로 문제를 안고 있다. 그럼에도 Putnam류(類)의 사회자본론에 대한 비판적 성찰이 전제되지 않은 상태에서, 무비판적으로 이의 방식을 따르는 사회자본의 연구는 적실성이라는 측면에서 문제가 있다.
본 연구는 이러한 시각에서 사회자본의 발달과정을 통해 사회자본의 특성을 추적하고자 했으며, 특히 Putnam류(類)의 사회자본적 연구가 지니는 한계를 비판적 관점에서 고찰하는데 그 목적이 있다. 결론적으로 Putnam류(類)의 사회자본적 연구가 지니는 한계와 사회자본론이 확산되고 있는 이면의 이데올로기적 함축에 대한 비판적 시각에서 사회자본 연구가 이루어져야 함을 강조했다.
