외국정책분석이론의 한국교육정책 적용에 대한 비판연구 = A Critique on the Application of Foreign Policy Analysis Theories

다국어 초록 (Multilingual Abstract)

Even if Korean educational policy studies uses foreign theories quite often, there are
little critics of these theories which has not developed in Korea so there could be lots of
cacophony between them. With this background, this study analyzes foreign policy
analysis theories which is developed from different cultural, political, and social
situations from Korea's.
The theories are ACF(Advocacy Coalition Framework), New Institutionalism Model,
PSM(Policy Stream Model), and Argumentative Model which are most used as
theoretical frameworks in Korean educational policy studies. As a threshold matter, this
article criticizes the internal validity of those theories especially on assumptions they
have. Secondly, by understanding the theory development context, this study
undermines the external validities of these theories. At last, with respect to
context-oriented social science theory, this argument criticizes Korean educational policy
studies which doesn't critically analyze these theories' internal and external validity, and
ignoring the property of context-oriented social science theory.
As a result, this study shows the difference of cultural, political, and social context of
Korean between four theories context and mis-usings of the theory. Finally it suggalls
triangulation and multiple perspective model which can get rid of the deficiency of each
theories and support the development of Korean policy analysis theory.

국문 초록 (Abstract)

본 연구는 한국 교육정책분석 연구에 사용된 외국 정책분석이론의 내적타당도와 외적타당도를 비
판적으로 분석하고, 국내 적용에의 시사점을 찾고자 하였다. 국내 교육정책연구에서 가장 많이 적
용되었고 설명력이 강하다고 인정받는 정책분석이론인 옹호자연합모형(ACF)과 신제도주의, 정책흐
름모형(PSM), 논변모형을 비판적으로 분석했다. 이론의 타당도 분석에서는 이론의 핵심전제를 중
심으로 비판했으며, 이론의 발생맥락과 국내 정책분석에의 적용가능성을 중점적으로 비판했다. 또
한 국내 정책분석연구의 외국 이론을 무비판적으로 수용하며 이론의 맥락의존성에 대해 간과하는
경향을 비판했다. 그리고 자체적으로 국내 교육정책결정현상의 내부 질서를 파악하고 분석할 수
있는 이론의 개발을 위한 시사점으로서 삼각기법과 다원주의모델의 시도를 제안한다.
