习近平法治思想在行政执法体制改革中的贯彻与落实

Xi Jinping Thought on the Rule of Law serves as the fundamental guideline and action plan for advancing the rule of law in all respects. Its core principles, encapsulated in the “Eleven Persistences,” provide strategic and programmatic direction for the construction of a rule-of-law society in the new era. The reform of the administrative law enforcement system, a critical step in advancing law-based government administration and building a law-based government, profoundly impacts national governance efficacy and the public’s sense of fulfillment under the rule of law.This paper systematically elaborates on the inherent requirements imposed by the principles of Xi Jinping Thought on the Rule of Law—such as upholding the Party’s leadership, maintaining a people-centered approach, ensuring law-based administration, and safeguarding fairness and justice—on the reform of the administrative law enforcement system, thereby establishing the fundamental value framework for the reform. From this ideological perspective, the paper examines the current reform practices, with a focus on comprehensive administrative law enforcement. While significant achievements have been made, institutional obstacles, mechanistic shortcomings, and inadequate implementation of ideological principles persist, revealing the gap between reform practices and ideal objectives.Finally, the paper proposes pathways for deepening reform: strengthening ideological guidance to consolidate political foundations, improving the legal system to ensure statutory powers and responsibilities, optimizing institutions and mechanisms to enhance overall efficacy, refining law enforcement procedures to guarantee fairness and justice, and establishing rigorous oversight to enforce accountability. By systematically integrating the core tenets of Xi Jinping Thought on the Rule of Law into all aspects and the entire process of the administrative law enforcement system reform, the quality and effectiveness of law enforcement can be tangibly improved, advancing the construction of a law-based government to new heights.

习近平法治思想是全面依法治国的根本遵循和行动指南，其“十一个坚持”的核心要义为新时代法治建设提供了战略性、纲领性的引领。行政执法体制改革作为深入推进依法行政、建设法治政府的关键环节，深刻关乎国家治理效能与人民群众的法治获得感。本文系统阐释了习近平法治思想中关于坚持党的领导、以人民为中心、依法行政、公平正义等原则对行政执法体制改革提出的内在要求，构建起改革的根本价值坐标。进而，论文立足这一思想视角，审视了当前以综合行政执法为重点的改革实践在取得显著成就的同时，仍面临的体制性障碍、机制性短板与思想贯彻不到位的困境，揭示了改革实践与理想目标之间存在的差距。最后，本文提出深化改革的落实路径：必须通过强化思想引领以筑牢政治根基、完善法制体系以实现权责法定、优化体制机制以提升整体效能、健全执法程序以保障公平正义、构建严密监督以压实执法责任，从而系统性地将习近平法治思想的核心要义贯穿于行政执法体制改革的各方面与全过程，切实提升执法质量和效能，推动法治政府建设迈上新台阶。
