Since the implementation of the rural revitalization strategy, remarkable achievements have been made in the improvement of living environment and the construction of rural civilization in various regions. However, in grassroots practice, there still exists a certain degree of separation between sanitation governance and spiritual civilization construction. This phenomenon to some extent restricts the improvement of rural governance efficiency and affects the simultaneous advancement of the goals of “ecological livability” and “rural civilization”. Therefore, clarifying the intrinsic relationship between the two and exploring the logic of their coordinated operation is of practical significance for promoting the comprehensive revitalization of rural areas. From the perspective of the modernization of the rural governance system, this article holds that only by promoting the transformation of governance methods from policy-driven to the voluntary participation of the masses can a long-term mechanism that combines institutional constraints and cultural appeal be established, thereby providing impetus for the continuous deepening of the rural revitalization strategy.
