I studied the characteristics of the Protectors General and Governors General through the analysis of the changes on local administrations. There were many hegemons who had control of in localities during the early Koryeo. They had control of local populace. Under these circumstances. King Taejo initially dispatched Protector General to Pyongyang.
The new systems for local governance was enacted shortly before and after the unification of the later three kingdoms. Those were Protectors General and Governors General. The Agency for Protector General was settled Antong and Anbuk as well. Almost simultaneously, the Agency for Governor General was established at Chonan. Later Protectors General and Governors General were dispatched to several strategic points over the countryside. These newly appoints officials made contributions to widening Koryeo's territory and eventually to her final victory over neighboring rivals.
In peaceful times, the Agencies concerned were moved to other local administrative points so that those could be in a position to control the people in easier and more convenient ways. As the days went. those agencies gradually began to function in a more civil way rather than military one.
