남북 교통협력사업의 사회경제적 효과 분석

국문 초록 (Abstract)

1. 연구의 개요
가. 연구의 배경 및 목적
2018년 들어 북한의 대대적인 대외관계 개선 행보로 교착상태였던 남북관계 개선의 조짐이 보이며, 나아가 동북아시아 정세도 변화하기 시작했다. 비록 금년 2월 개최된 제2차 북미정상회담에서 최종적 합의를 타결하지 못하였으나, 6월 남북미 판문점 3자회동, 10월 ‘스톡홀름 북미협상’을 개최하는 등 트럼프 대통령이 지속적인 대화 의지를 보이고 있어, 향후 긍정적인 북미대화가 재개될 수 있을 것으로 기대된다.
한반도를 둘러싼 대외상황의 변화는 남북 교통망 연결사업 추진의 필요성을 부각시켰으며 대내외적으로 남북 교통연계 관련 관심도가 고조되었다. 특히 한반도 교통망 연계는 2017년 문재인 정부가 발표한 ‘한반도 신경제지도 구상’과 ‘신북방정책’과도 밀접하게 연관되어 있으며, 2018년 8.15 경축사에서 발표한 ‘동아시아 철도공동체’ 또한 한반도와 대륙의 교통연계가 필수적임을 보여주는 정책으로 우리 정부의 높은 관심도를 볼 수 있다.
한편, 한국사회에서는 남북 협력사업에 대해 이른바 ‘퍼주기’식의 사업이라는 인식과 ‘한반도 평화정착을 통한 경제활성화’ 사업이라는 인식이 공존해왔다. 이러한 논란을 잠재우기 위한 남북 교통협력 사업추진 관련 객관적인 팩트 제공과 올바른 여론 형성 및 정책결정을 할 필요가 있다. 이를 위해 실증적인 분석 방법을 통해 남북 경협, 특히 한반도 교통망 연결이 향후 사회 제반 분야에서 나타날 사회경제적 효과에 대해 보다 구체적이고 설득력있는 근거를 국민들에게 공유하고, 이러한 교통협력사업이 우리 경제의 새로운 성장동력 방안이 될 수 있는지에 대한 판단이 필요한 시기이다.
이에 본 연구의 목적은 최근 북미관계 교착상태에서 대북제재 완화 또는 해제와 관련하여 불확실성이 증가함에 따라 한반도 통합교통인프라 구축을 위한 남북 교통협력사업의 당위성과 기반조성 방안을 마련하고자 한다. 이를 위해 본격적인 남북 교통협력사업 활성화 및 실현을 위한 사회경제적 효과분석을 수행하여 남북경협이 한국에 미치는 영향을 추정하고 이를 통해 남북경협에 대한 국민 공감대 형성을 목적으로 한다. 이러한 사회경제적 효과분석을 통해 남북 교통협력사업의 당위성을 모색하고, 교통분야별 남북협력 추진방향과 남북간 교통 관련 기구 및 조직 정비방향, 그리고 교통 법제도 통합방향 등 남북 통합을 위한 기반 조성방안 수립을 목적으로 한다.

다국어 초록 (Multilingual Abstract)

Since 2018, North Korean leader Kim Jong-un has taken active steps to improve foreign relations and North-South Korea relationship has become significantly warmer. With Inter-Korea relations and North Korea-US relations moving farward, the issue of Inter-korean transport cooperation projects has been raised.
In particular, the linkage of the Korean Peninsula's transportation network is closely related to the major state affairs. China and Russia, which face the border with North Korea, are also showing attention to expanding their economic territory through linkages of the transportation network with the Korean Peninsula.
In this study, we tried to draw out the socioeconomic impacts of inter-Korean cooperation projects in a quantitative manner to seek the necessity of promoting them and establish the basis for promotion. We used four research methodologies to quantitatively analyze the socioeconomic impacts of inter-Korean cooperation projects and estimated the impact analyses of them on South and North Korea and neighboring countries in Northeast Asia by utilizing qualitative methods.
In addition, to analyze the current Korean people's thought for inter-Korean cooperation projects, we conducted a survey on the Korean people regarding inter-Korean economic integration and the Korean Peninsula transportation network. Through the results of this survey, we wanted to explore the necessity of the cooperation and to form a social consensus on projects of inter-Korean transportation cooperation.
Lastly, in order to effectively promote the inter-Korean transport cooperation project, at beginning level, the outline of cooperation was suggested. The outline is continuous and effective promotion of inter-Korean cooperation in the transportation sector.
In the future, it is expected that specific directions will be able to present in accordance with changes in the international situation such as easing sanctions against North Korea.
