Modern society is the information-oriented one laying emphasis on capitals and resources.
Accordingly, the demand of information which man need require enormous volume, quickness and accuracy.
These changes and requests are also not exceptional things in the field of Cadastre.
To fit actively this environmental changes toward the information-oriented society, new modern Cadastre must be settled without delay because we have been using the old Cadastral Record up to this day investigated in 1910.
The present korean Cadastre system doesn't meet quantitatively and qualitatively the social needs of information-oriented society.
It also can't cope with the need of nations and demand organization, linked-practical use is inconvenient because of complexity of the reduced scale system. Renovation of Cadastre must be settled without delay because the present surveying starting point system was made plurally, the occurrence of disagreeable place in the Cadastre and the inaccuracy of Cadastral Record made the civil affairs increased.
Therefore, to promote the Renovation of Cadastre giving various land information to nations and demand organization to make the Cadastre system fitted the information-oriented society, in this study, we searched for choice method of area which Renovation of Cadastre plan can execute, surveying method of Cadastral renovation, the limitation of the present Cadastre system, the limitation of the registration information and official automation of Cadastre, the problem of Cadastre management system, the related special law, insufficiency of the public relations, a plan to secure funds as improvable part of the government's Cadastral Renovation project.
Summaries are as follows.
First, the choice of designated area for Renovation of Cadastre should be decided prudently for the purpose of the systematic execution.
The choice of executable area for Renovation of Cadastre projects should be decided prudently, If we choose the areas of priority taking account of various factors such as city planning project of town and farm land, land adjustment project and readjustment of rice-fields project, the driving of projects would be effective.
The Renovation of Cadastre projects should enlarge gradually the choice of executable area in land adjustment project areas and farm land adjustment areas project where civil affairs come out rarely and high technique doesn't require after the mayor and governor execute as a model projection for others on every one section per city and province, obtain results, analyze the results and after taking the secure manpower resources and working expenses chronologically into a consideration.
The execution of the Renovation of Cadastre projects requires enormous expenses and manpower, it's impossible to execute the projects for many areas with the limited manpower without a government grant and support.
As stated above, if the executable area of Cadastral Renovation project decides, the mayor and governor must notice to mayor or county headman who are the subject of project, notify to the inhabitants publicly the substance of project and must get help from them.
Second, in the case of cities we must introduce an aerial photograph surveying along with a ground photograph measurement in the choice of surveying method. An aerial photograph surveying usually can be used in interpretation of position, figure, characteristic of subject appearing on the image by using of photographic image. It has been used in the fields of environment and resources investigation, geological features and a forest investigation, climatic conditions. Recently, An aerial photograph surveying usually can be used and introduced in cartography, topographical map and giving information needed to GIS.
Third, the present surveying starting point system must standardize in order to limitation of the present land register system, set up the GPS and national standard surveying.
Fourth, land records and a blueprint of land register and a building ledger must be automatized officially in order to overcome the limitation of the registration information and official automation of Cadastre.
Fifth, the affairs of Cadastre is closely connected with a national property right as basic datas of registration, land value, tax related land and is the basis as national own affairs giving much affect to land use policy, land distribution plan and city plan which is the most basic policy in establishing a national basic policy. nevertheless the departments which control and adjust them were dispersed and controled by The Autonomous Administration, The Ministry of Agriculture and Fisheries, The ministry of Construction and Transportation and even the organization in the The Autonomous Administration formed unreasonably.
In short-term, land administration must be strengthened and land register administrative organization should be accompanied. in order to control and adjust not only an accurate land registeration, effective control but also enlargement of land registration items, all official automation of the land record, synthetical and systematical policy related with land.
In the long term, land administration and Cadastre administration in order to control, adjust, and help synthetically as central state administration should be set up. Cities, provinces, county and ward also require promoting organization to renovate Cadastre. so there's need to establish the Renovation of Cadastrer department and enlarge and reform gradually reinforcement of Cadastre.
Sixth, The first thing we must solve is enacting a special law of Renovation of Cadastre to perform the Renovation of Cadastre steadily and without a snag. The nation must prepare systematic and legal support so that register system can have public confidence and achieve effective goal, a special law must include the subject of project, executive organization, security plan of the working expenses, surveying, liquidation, registration commission and it's also important matter to prevent land owner's disturbance on the confusion and change caused the reorganization of the Cadastre after making a special law.
Seventh, Renovation of Cadastre, government big enterprise, is an impossible thing without people's positive assistance. By giving public relations actively
about necessity , purpose and substance of Renovation of Cadastre, we must arouse people's sympathy. It's method are that the central government put in a public relations on a national scale through the mass communication such as TV, Newspapers, broadcasting. Local government also put in a advertisement through the bulletin of civil meeting, the transaction of cities and county , a lecture meeting, inhabitants illustration meeting, individual information and make a deep impression on people's mind about the executable reason of Cadastral Renovation.
Eighth, to execute Renovation of Cadastre the enormous funds require and I think the great difficulty follows in order to fulfill executive stage. During executing the Renovation of Cadastre, If it is assigned a 40% of required funds to the local self-governing body, most of the self-governing body with poor financial power would go through great difficulty from required funds guarantee. To promote Renovation of Cadastre we made several alternative plan about funds security plan required in various fields, whose substance are issue of Cadastral Record, an admission fee of Reading, transfer and adjustment of land ownership raise up to the level of real-estate registration which is real-estate declared system, the introduction of "land lottery ticket", funds guarantee plan through issuing national and public bonds, after the method of collecting taxes when a real-estate sales contract document takes approval consult with related department, a plan demanded strongly an increase of local tax revenues, about plan secured an increase in local tax revenues, a plan increasing of local tax revenues by means of imposing "Cadastral Renovation tax" on tax items connected the land among the local taxes.
Till now, I've examined on the reform plans to promote Renovation of Cadastre, but I think they are insignificant things.
For the purpose of successful execution of Cadastral Renovation Project taking effected in the future, pan-national one, we must study deeply with many people's concern.
