정책도구 분석을 통한 지방 거버넌스의 실증 분석: 서울시와 관악구를 중심으로 = An Empirical Study of Local Governance from a Policy Tool Approach

The purpose of this study was to examine Korean local governance from a policy tool approach empirically and to raise theoretical issues of the characteristics of local governance in Korea. Regarding these research purposes, the author classified and compared the size and percentage of the various policy tools of the Seoul Metropolitan government and the Gwanak-Gu local district government, based on an analysis of the budget and expenditures in the year of 2003. The analysis had several results. First, both governments used the diverse policy tools. However, the city of Seoul used indirect policy tools more than direct policy tools. In contrast, the proportion of direct policy tools was higher than that of indirect policy tools in Gwanak-Gu. Secondly, tool adoption differed according to policy area in the both governments. Indirect policy tools were more actively used in social functions such as education, culture, and the environment than in other policy areas. In contrast, the proportion of indirect policy tools was very low in crisis management policy. Based on these results, the author raised issues of the characteristics of Korean local governance. First, it was considered whether it can be said that governance can only be seen in some policy areas like social services. Secondly, it was asked what factors have influenced the diversity of policy tools by policy area and level of government. Finally, the impacts of historically persistent characteristics of local bureaucracies on the diversity of policy tools in the local Korean governments were also considered.

국문 초록 (Abstract)

이 연구는 거버넌스를 “정책도구의 다변화와 간접적 정책도구의 활용 증가”라는 관점에서 이해하여 한국 지방 거버넌스를 실증적으로 분석하고, 이를 바탕으로 한국 지방 거버넌스에 대한 이론적 함의의 도출과 문제 제기를 위한 것이다. 이를 위해 2003년도 서울시와 관악구의 일반회계와 특별회계에 대한 예･결산 현황 분석을 바탕으로 서울시와 관악구의 정책영역별 정책도구의 규모와 비중을 비교분석하였다. 분석 결과, 서울시와 관악구 모두 전반적으로는 다양한 정책도구를 활용하고 있는 것으로 나타났지만, 서울시의 경우는 간접적 정책도구의 비중이 높은 반면, 기초자치단체인 관악구의 경우는 직접적 정책도구의 비중이 높은 것으로 나타났다. 그리고 간접적 정책도구 활용 비중은 정책 영역별로 차이를 보이고 있는 것으로 나타났다. 이와 같은 분석결과를 바탕으로, 한국 지방 거버넌스 현상이 일부 정책영역에 한정된 것은 아닌지, 그리고 자치단체 계층별, 정책영역별로 정책도구 활용양상의 다변화와 거버넌스로의 변화가 차별적으로 나타나는 원인은 무엇이며, 역사적으로 지속되어 온 한국 지방 관료제의 속성과는 어떻게 연계하여 이해할 수 있을 것인지에 대한 문제를 제기하였다.
