Research on military personnel administration in the late Joseon period can be largely elucidated through the Hullyeondogam (訓鍊都監) and the Collection of Hullyeondogam documents (訓局謄錄) (Jangseogak Archives, K2-3400). Among them, a significant number were commanding officers (將官), who were legally classified as the Chogwan (哨官) at the ninth rank (從九品). However, the actual status of these officers varied significantly, falling into three distinct categories: those holding Middle-ranking officials (參上職; Type A), those holding Low-ranking official (參下職; Type B), and those holding rotational positions (遞兒職; Type C). This study therefore explores the transformation of military officials' careers in the late Joseon period, assuming that the status of Chogwan changed based on political contexts rather than being fixed by their positions. It reveals that the actual status of Chogwan was closely linked to the backlog of military personnel appointments. The specific research methodology involved dividing the period into three phases: the Sukjong era, the Yeongjo/Jeongjo era, and after the Sunjo era. It examined the changes by linking the perspectives of military selection (武選), backlog (積滯), and Chogwan (哨官).
First, the period before the Sukjong era faced a deep-rooted backlog of military officials in the Low-ranking official positions. During the Jungjong era, the number of people promoted at the Ministry of Personnel was increased, and a separate recommendation system (別薦) was implemented. In the Seonjo era, the Rotation System (五衛制) was replaced by the Standing army System (五軍營), and garrisons were permitted to appoint their own officers. This led to the dualization of military selection. King Sukjong attempted to control this by paying close attention to the personnel appointments of garrison commanders.
Furthermore, to resolve the backlog of successful candidates, a new personnel procedure called Courtier's recommendation (宣薦) was established even after passing the military examination (武科). Examining the actual situation through the Collection of Hullyeondogam documents (訓 局謄錄) reveals that at this time, Chogwan (哨官) were primarily filled by personnel who had served in actual positions such as Hyeongam (縣監) among the Middle-ranking officials (Type A).
Next, the Yeongjo and Jeongjo eras endeavored to alleviate the backlog of Low-ranking official. Yeongjo utilized the Courtier's recommendation (宣薦) system to add positions for Low-ranking officials and Chogwan in garrisons. Jeongjo unified the military personnel system and expanded the pool of candidates for junior military officer positions by utilizing the Courtier's recommendation (宣薦) and the initial appointments established during Yeongjo's reign. At this time, initial appoint ments (出⾝) primarily selected candidates from among those who had passed the L ow -ranking o fficial. M eanw hile, it i s evident t hat King Jeongjo began deeply intervening in military camp personnel affairs due to the increase in special decrees (特旨) and supplementary notes (添書) concerning Candidate list (望單子) during his reign.
Finally, after the reign of King Sunjo, references to the backlog of military junior officers diminished, while the backlog of Middle-ranking officials became relatively more visible. During King Sunjo's regency, there was a return to traditional governance, but the personnel system of the Hyeonundaegam itself saw no major changes. During his direct reign, the focus shifted from the Hullyeondogam (訓鍊都監) to the rotation issues of the two royal guard units, the Geumwiyoung (禁衛營) and Eoyoungcheong (御營廳). 조선후기 무반 인사 행정 연구는 훈련도감(訓鍊都監)과 훈국등록(訓局謄錄) (K2-3400)을 통해 많은 부분을 규명할 수 있다. 그 가운데 상당량을 차지하는 장관(將官)은 법제상 종9품 최하위의 초관(哨官)이었지만, 초관의 실질적 위상은 참상직(A유형)・참하직(B유형)・체아직(遞兒職)(C유형)의 초관으로 다양하였다. 이에 본고는 초관의 전직을 고정하지 않고 정치적 맥락에 의한 위상의 변화를 전제한 상태에서 조선후기 무관 사로의 변화상을 탐구하였다. 초관의 실질적 위상이 무관 인사의 적체와 밀접하게 연동되어있다는 사실을 밝혔다. 구체적인 연구방법으로는 숙종대/영・정조대/순조대 이후의 세 시기로 구분하고, 무선(武選)-적체(積滯)-초관(哨官)의 관점을 연계하여 변화상을 살펴보았다.
먼저 숙종대 이전은 뿌리깊은 무관 참하직의 적체에 당면하고 있었다. 중종대는 분관처의 거관(去官) 인원을 늘리고 별천(別薦)을 시행하였다. 선조대는 오위제가 군영제로 바뀌고, 군영의 자벽(自辟)을 허용하였다. 그에 따라 무선(武選)의 이원화를 초래하였는데, 숙종은 이를 군영의 대장 인사에 신경쓰면서 통제하려고 노력하였다. 그리고 급제자의 적체를 해소하기 위해 무과(武科) 급제 이후에도 선천(宣 薦)이란 인사 절차를 신설하였다. 훈국등록 을 통해 실상을 살펴본 결과 이때 초관은 주로 참상직(A유형) 중 현감 등의 참상의 실직을 거친 인원들이 등용되었다.
다음으로 영・정조대는 무관 참하직의 적체를 소통하려고 노력하였다. 영조는 선천(宣薦)을 활용하여 참하선전관 자리와 군영의 초관 자리를 가정(加定)하였다. 정조는 무선의 일원화를 이루어내었고 선천과 영조대의 초관을 활용하여 무관 참하직의 사로직의 확대를 도모하였다. 이때의 초관은 참하직(B유형) 중 참하의 출신(出身) 이 주로 등용되었다. 한편, 정조대 망단자에 대한 특지(特旨) 및 첨서(添書)의 증가로말미암아 군영 인사에도 깊이 개입하기 시작하였는 사실을 확인할 수 있다.
마지막으로 순조대 이후에는 무관 참하직의 적체에 관한 언급이 줄어들었으며, 상대적으로 무관 참상직의 적체가 가시화되었다. 순조 대리청정기 때는 복고 정치가 있었으나, 훈련도감 인사 방식 자체에 큰 변화는 없었다. 친정기 때는 훈련도감보다 금위영・어영청 양영의 정번(停番) 문제에 집중하고 있었다. 헌종과 철종대가되면 참상의 허사과 문제가 본격화되었고, 여러 변통책이 제시되었으나 실효는 없었던 것으로 보인다. 이때의 초관은 주로 참상직(A유형) 중 참상의 허사과가 대거거론되었다. 한편, 헌종・철종은 군영의 인사에 대해 수망(首望) 낙점(落點)만 거듭하였는데, 이를 군영의 인사에 적극적인 관심을 보이지 않았음을 알 수 있다.
