생협운동의 변화와 생협복지주의 = Saenghyop Movement and Cooperative Welfarism: A Case Study of Ulim Doore Saenghyop

국문 초록 (Abstract)

이 연구는 한국의 대안 먹거리 운동의 하나인 생협 활동을 복지주의 관점에서 검토하고, 사례연구를 통해 그 특성을 규명하고자 하였다. 건강한 친환경 먹거리의 소비를 위해 시작된 생협은 최근 들어 보다 포괄적인 생활문화운동으로 진화하면서 새로운 도시 공동체 모델로 성장하고 있다. 생협복지주의는 이전의 조합원 중심의 소극적 활동에서 벗어나 안전한 먹거리를 포함한 생협의 다양한 혜택을 지역사회와 함께 공유하고자 하는 생협의 새로운 가치다. 이러한 가치를 실현하는 새로운 생협운동은 세 가지 특징을 지니고 있다. 첫째, 참여형 복지를 실천하고 있다. 돌봄 위기를 정부나 시장의 서비스에만 의존하여 해결하는 것이 아니라 자발적으로 참여하는 조직의 힘으로 해결하려는 주체적인 활동이 '참여형 복지'의 실천이다. 둘째, 사회적 돌봄을 실현하고, 전문서비스를 제공한다. 생협은 상호 호혜적 관계를 통해 돌봄을 주고받을 수 있어 '돌봄 공동체' 형성에 유리한 조건을 가지고 있다. 셋째, 지역사회에 적극적으로 기여하고 있다. 조합원만의 이익에 중점을 두고 활동하던 생협이 유연하게 조직을 개방하고 다양한 시민단체 등과 연계하면서 지역사회와 유기적인 관계를 맺어가고 있다.
이 연구의 사례는 서울시 마포구 성산동에 위치한 '울림두레생협'(구 마포두레생협)이다. 울림두레생협은 성미산 마을이라는 지역적 배경과 성미산 지키기 운동이라는 시민운동을 배경으로 다양하게 변화하고 있다. 조합원과 더불어 지역주민이 함께하는 생협으로 거듭나고 있으며, '돌봄 두레'와 같은 복지활동을 활발히 전개하고 있어 생협복지주의의 모습을 가장 잘 보여주고 있다. 그러나 여전히 공공성보다는 사적 이해가 우선시되며, 마을공동체 활동에 주민 참여가 제한적이고 자발성이 부족하다는 점이 한계로 남아 있었다.

다국어 초록 (Multilingual Abstract)

This study examines Korean Saenghyop, which is the main form of alternative food movement, from 'cooperative welfare' perspective via a case study. Saenghyop began as an effort to consume safe organic food. Yet, they have evolved into a more comprehensive cultural movement of everyday life, which is developing into a new model of community in the cities.
Cooperative welfarism means a new value of sharing the benefits of Saenghyop including organic food. In order to realize this new value, recent Saenghyop activities have three characteristics. First, they emphasize participation. Caring is regarded as something that involves the participation of members of Saenghyop and not a service that is provided by either the government or market. Second, specialized caring services are provided through social interaction through face-to-face relationship. Mutual reciprocity plays an important role in 'caring community' of Saenghyop. Third, Saenghyop have become an crucial base of community care. Saegnghyop, which was a closed system in pursuit of member interest, have become more open to the public and non-members by connecting with other citizens' organizations.
Our case is Ulim Doore Saenghyop(Mapo Doore Saenghyop) located in Seongsan-dong, Mapo, Seoul. Ulim Doore Saenghyop has its roots in Seongmi-san(Mt.) village and it experienced significant changes due to a social movement to protect Seongmi-san(Mt.). As a result of the movement, Ulim Doore Saenghyop has evolved into a Saenghyop embedded in local residents. It is a good case of cooperative welfarism being realized in reality. Yet, it does have room for improvement as only limited number of core residents participate actively in building community.
