The purpose of this paper is to overcome debates over the East Asian development model and to suggest new agendas for development of East Asia and Korea. The
paper begins with a critical reexamination
of a common perception of the haracteristics of East Asian development model. It argues that the old East Asian model is no longer applicable to a future development strategy of
East Asian countries. The old East Asian model was built during the days when the “four dragons” and Japan were able to pursue neomercanti list trade and industrial
policies. The conditions of the world system have changed. The neo-liberal trade rules urge further opening of national markets and
the herd-behavior of financial capitals is capable of triggering a financial crisis.
After going over theories of the Asian crisis ranging from neo-classical perspective, state-institutionalist perspective, to the world-system perspective, pointing out their
merits and shortcomings, the paper argues the Asian crisis demonstrated that East Asian countries had failed in adjusting
themselves to the changes in the world system. Therefore, it argues, East Asia needs to establish a new development model. Concludingly, the paper suggests
two agendas, regional cooperation and the new East Asian model, as essential themes to explore for a new stage of development
of East Asia and Korea.
