Recently, the Special Act on Aging Planned Cities and issues regarding urban-scale redevelopment have emerged as key topics. Accordingly, there has been intense debate over the necessity and methods for the redevelopment of Bundang and other first-generation new towns, as well as aging planned cities more broadly. Discussions, including the Basic Plan for Redevelopment of Aging Planned Cities announced by Seongnam City, assume that large-scale and integrated redevelopment will be pursued, differing from the conventional approach of individual reconstruction projects. However, a closer examination of the basic plan reveals a lack of specific redevelopment measures and suggests that the existing spatial structure of living spheres remains intact. This raises questions about the validity of integrated redevelopment strategies.
Bundang New Town, as a first-generation new town, was constructed based on a self-sufficient urban plan and high-level urban design, maintaining its position as a representative residential area in the Seoul Metropolitan Region for the past 30 years. Therefore, from a practical standpoint of project implementation, it is necessary to first assess whether Bundang’s existing living sphere system and functions are still intact before pursuing integrated redevelopment strategies. In particular, an evaluation is needed to determine whether Bundang’s living sphere structure still provides residents with a satisfactory living environment and how this structure has evolved since its initial planning phase. This study aims to address these issues by analyzing the continued growth and current operational status of Bundang New Town from the perspective of neighborhood living areas, a user-centric approach in urban planning.

In the theoretical review, it was found that previous studies have primarily focused on economic self-sufficiency. In contrast, this study emphasizes the necessity of assessing functional self-sufficiency while proposing the use of daily life facilities and mobility data to evaluate the operational functionality of living spheres. Neighborhood living areas are defined as autonomous urban spaces at the neighborhood or community level where daily life activities occur. Daily life facilities are conceptualized as activity-oriented establishments that are directly linked to residents' daily needs. Based on these definitions, this study reclassified facility types and proceeded with the research.

The study focuses on the six living spheres of Bundang New Town (Yatap, Seohyeon, Sunae, Jeongja, Bundang, and Jukjeon) and is composed of longitudinal and cross-sectional analyses. The longitudinal analysis examines changes in population, parcels, buildings, and daily life facilities from 1992, when the new town became functional, to 2020, using an daily life facilities distribution index developed to objectively compare the changes across different living spheres. The cross-sectional analysis utilizes 2024 mobility data to evaluate the radius of movement and activity levels within each living sphere, assessing the practical operability of Bundang New Town. To highlight Bundang’s distinctive characteristics, comparative cases were also selected. The comparative cases included Ilsan New Town, another first-generation new town with seven living spheres (Daehwa, Ilsan, Juyop, Jeongbalsan, Madu, Baekma, and Baekseok), and Seoul’s representative old urban areas, Mokdong and Sanggye.

The analysis results show that Bundang New Town surpasses its comparative cases—Ilsan, Mokdong, and Sanggye—in terms of the distribution of everyday life facilities and the level of their utilization across living spheres. These findings indicate that the living sphere system established during Bundang's initial planning phase still effectively supports the daily lives of its residents. In the longitudinal analysis, Bundang’s six living spheres exhibited more stable and balanced growth compared to Ilsan, Mokdong, and Sanggye in terms of population, parcels, buildings, and daily life facilities. The distribution index analysis revealed that central living spheres such as Yatap, Seohyeon, and Sunae consistently maintained high density and diversity of facilities, reaffirming their role as functional centers as envisioned in the original plan. Peripheral spheres like Bundang and Jukjeon, which initially showed relatively low facility density, achieved stable growth over time by leveraging connectivity with surrounding areas. These results demonstrate that Bundang’s interdependent living sphere structure, emphasized during the initial planning stage, continues to function effectively. The cross-sectional analysis indicates that Bundang residents exhibit significantly higher levels of movement and activity within their living spheres compared to the comparative cases. Not only do residents show higher mobility within their own spheres, but contrary to expectations of high dependence on Seoul, less than 10% of movements from Bundang living spheres were directed toward Seoul, indicating low dependence. This highlights that Bundang’s facility distribution and functions adequately meet the daily needs of its residents.

These findings suggest that Bundang New Town is not merely a densely populated residential area or a commuter town but a self-sufficient city operating under a well-planned living sphere structure. Based on these results, this study argues that future redevelopment of first-generation new towns should move away from reliance on integrated redevelopment strategies. Instead, redevelopment should adopt a phased and planned approach that considers the unique characteristics of each living sphere. In particular, user-centric redevelopment strategies that account for the actual usage of daily life facilities and mobility patterns can provide valuable insights not only for Bundang but also for other aging planned cities. By empirically evaluating the current status and operational functionality of aging planned cities from the perspective of neighborhood living areas, this study offers practical guidance for future redevelopment strategies, contributes to improving the quality of life for Bundang residents, and strengthens the sustainability of self-sufficient cities.
