다국어 초록 (Multilingual Abstract)

The judicial reform by the Berlusconi's Government is based on the extreme power of Italian judicature and people's dissatisfaction. In this point, the Berlusconi's Government has a justification of legitimacy of policy making. However, considering the fact that the prime minister, himself comes to trial, this judicial reform bill could be regarded as a retaliation of political authority by the judicature
Nonetheless, the crucial fact is that the judicial reform bill may be considered as the power game between the executive and the judicature. If this interpretation is correct, the national justice will become lethargic and the citizen will be confronted by the pros and cons. Both the judicature and the executive claim their rightfulness in the name of people. However, the judicature basically discloses its problems while the prime minister reveals his sense of political crisis.
