문화융성과 출판 = Cultural Prosperity and Publishing

다국어 초록 (Multilingual Abstract)

With the inauguration of the new government, the Ministry of Culture, Sports and Tourism announced that it would open the times of people’s happiness through ‘cultural prosperity’, the keynote of government administration, by faithfully carrying out its task. What is directly related to publishing, of the major contents of the concrete task of government administration includes the following: laying the stronghold for the renaissance of the humanities of library and museum; support for the purchase of books to make the society of reading them; expansion of public libraries and living-friendly small libraries; expanded selection and purchase of excellent academic and cultural books; and the like. In keeping with this atmosphere of the times, this study attempted to emphasize three things in a broad sense: First, it attempted to say that the proposition of ‘We have to read books’ is still the eternal truth. Second, it presented that reading is a shortcut to the public library culture. Third, it presented that there is not a zero-sum but synergistic relationship between traditional publishing and electronic publishing. Fourth, it maintained that publishing can be a core genre in the times of Korean wave 3.0. It attempted to make a conclusion that creative reading is needed in creative economy by taking these arguments together. This study is originally a topic sentence presented in the publishing symposium. It was complemented to present it in a form of article, but the method of describing basic sentences kept the form of statement in consideration of its nature. That is because it could be seen to make it possible to convey the point of this study feelingly.

국문 초록 (Abstract)

정부 출범과 관련하여 문화체육관광부는 소관 국정과제를 충실하게 이행함으로써 국정기조인 ‘문화융성’을 통한 국민행복 시대를 열어가겠다고 밝혔다. 구체적인 국정과제의 주요 내용 중 출판과 직접 관련되는 것은 도서관․박물관의 인문학 부흥 거점화, 책읽는 사회를 만들기 위한 도서구입 지원 및 공공도서관 및 생활밀착형 작은 도서관 확충, 우수 학술․교양․문학도서의 선정 및 구입 확대 등을 들 수 있다. 본 글은 이러한 시대 분위기에 맞추어 크게 4가지를 강조하여 보았다. 첫째, ‘책을 읽어야 한다’라는 명제는 여전히 영원한 진리임을 말하고자 하였다. 둘째, 책읽기는 공공도서관 문화를 통하는 것이 첩경이라는 점을 제시하였다. 셋째, 전통출판과 전자출판은 제로섬이 아닌 시너지의 관계임을 제시하였다. 넷째, 출판은 한류3.0시대에 핵심 장르가 될 수 있다는 것을 주장하였다. 이와 같은 주장들을 총괄하여 창조경제에는 창조독서가 필요함을 결론으로 제시하여 보았다. 본 글은 본래 출판심포지움에서 발표한 주제문이다. 그것을 논문으로 발표함에 있어 논문 형식으로 보완하되, 본 글의 성격을 감안하여 기본적인 문장의 서술 방식은 발표문의 형식을 유지하였음을 밝힌다. 그것이 본 글의 논지를 보다 실감있게 전달할 수 있다고 보았기 때문이다.
