푸코의 계보학적 접근을 통한 통치성 연구

국문 초록 (Abstract)

1975년 푸코(Michel Foucault)는 “감옥의 역사”라는 부제가 붙은 『감시와 처벌』을 탈고했다. 이 기념비적인 저작이 근대정신과 새로운 사법 권력과의 역사적 상관관계를 계보학적으로 접근한 것은 그의 후기 사상에 커다란 전기를 마련한 것이 사실이지만, 그는 여전히 자신의 권력계보학이 정교한 국가이론을 결하고 있다는 이유로 좌파지식인들로부터 상당한 압박을 받고 있었던 것 같다. 푸코 스스로 국가를 자신이 “소화해낼 수 없는 식사”라고 토로한 적도 있다. 『감시와 처벌』 이후 근대국가의 탄생과정을 통해서 새로운 정치이론을 제시하려는 푸코에게 있어서 그의 자연스런 학문적 행보는 개별적인 인간의 실천문제로부터 전 ‘인구(population)’를 대상으로 하는 국가의 정치적 주권행사로의 이행에 있었다. 본 논문은 푸코의 인구와 통치성의 관계에 대한 논의를 계보학적 분석에 의거하여 권력의 형식에 기초한 통치적 합리성이 어떻게 발생하고 주체에게 어떠한 영향을 미치게 되는지에 대해서 살펴보고자 한다. 이 논문을 통해서 필자는 첫째, 푸코의 통치성이 인구를 목적으로 하고, 정치경제학을 주요 지식형태로 하며, 안전장치를 핵심적인 수단으로 삼는 매우 특수하면서도 복잡한 권력행사를 가능하게 하는 제도, 절차, 계산 및 전략의 총체라는 것을 밝히고자 한다. 둘째, 통치성은 오랫동안 서구에서 통치라 부를 수 있는 권력 유형이 주권과 같은 여타 다른 유형의 권력들에 비해 우위를 점해왔음을 논의할 것이다.

다국어 초록 (Multilingual Abstract)

In his lectures at the College de France from 1978, Michel Foucault had considered the theme ‘governmentality’ that has recently been the subject of so many discussion. This article explores Michel Foucault's later neologism, ‘governmentality’ as a guide for a genealogy of the modern state. In fact, Foucault attempted to construct the genealogy of the modern state and its different apparatuses such as ‘police,’ ‘statistics’ etc. on the basis of political rationality. In order to show the relation between the political rationality, i.e., the new governmentality and the “genealogy of states,” first, this article elaborates Foucault's genealogical methods developed for the analysis of the problems with micro-power and bio-politics and, subsequently, in the second section, it elaborates Foucault's later concept of subjectivity in terms of bio-power. In this regard, we must not misunderstand that his general research theme is not power but the subject. In the third section, it deals with the missing link between the governmental rationality and the genealogy of states that is ‘government.’
