우리나라 노인의 소득보장정책에 관한 연구 = A Study on the Income Security Policy for Elderly Koreans

국문 초록 (Abstract)

근래의 급격한 산업화와 도시화 현상, 그리고 의료과학기술의 발달과 식생활 개선 등으로 현대 산업사회에서 나타나는 특징인 평균수명의 연장으로 인하여 노인인구가 급속하게 증가하고 있다. 인구의 고령화는 선진국과 산업사회의 공통적인 현상이지만 우리나라는 2009년 현재 전체 인구 중에서 65세 이상 노인인구는 10.7%를 차지했다. 이미 유엔이 규정한 고령화 사회에 진입함으로서 노인인구의 증가속도는 다른 외국에 비해 특히 빠른 것으로 나타나고 있다.
이에 본 연구에서는 노인복지정책 중 소득보장정책의 현황과 문제점을 알아보고 선진국의 소득보장정책을 비교하고 분석하여 우리나라 노인들의 사회복지에 대한 욕구는 무엇이고 노후를 어떻게 준비하여야 하며, 노후소득보장정책의 발전과 개선방안에는 무엇이 있는가를 알아보고자 한다.
우리나라 노인들의 경제상황을 향상시키기 위해서는 노인의 소득보장정책이 매우 중요하며, 우리사회 구성원 모두가 우리 자신에게 주어진 가장 시급하고 절실한 문제라는 것을 인식하여 보다 적극적이고 효과적인 중·장기 노인소득 시책을 수립하여, 실질적으로 강한 실현의지를 갖고 시행하여 나감으로서, 21세기의 노인복지 선진화를 구현할 수 있을 것으로 확신한다.

Currently the aging population is rapidly increasing owing to the extension of the average life span, which is a feature in modern industry, caused by the rapid industrialization and urbanization, the development of medical technology and the improvement in dietary habits. The aging of population is a common present state in the industrial society, but its rate of increase in our country is very high in comparison with other countries, as our country has entered 'the aging society' provided in UN, as the rate of people of sixty-five over was 10.7% in the whole population in 2009.
This Study looking over problems associated with aging and income security policy for elderly Koreans and developing alternative policies from the perspective of preparing against the aging society.
With regard to improving economic situation of elderly Koreans, we need to design programs to elevate older workers' flexibility in labor market participation and various wage subsidy programs for older workers, and develop suitable jobs and systems of job placement for them. employment opportunity should be increased even to the elderly people such as eliminating the unfair opportunities for employment, banning the employment based on the sexual orientation and creating the jobs which are more encouraged for elderly people.
As it has been discussed above, it is certain that we can establish to raise the declining elderly welfare to the levels of advanced countries in the 21st century only when we manage to conduct the system with the substantially strong desire, reconsidering that it is an the urgent and serious problem to all of us and setting a up more positive and effective middle and long－term policies
