고구려ㆍ발해 역사의 공동연구를 통한 남북한 동질성 회복 방안 = The Plan to Rehabilitate Identity between South and North Korea through the Joint Study of Koguryo and Balhae History

국문 초록 (Abstract)

남북간의 학술 교류는 6ㆍ15 남북 공동선언을 계기로 본격화되었다. 2006년까지 진행된 평양과 인근 지역의 고구려 고분, 성곽 조사 이외에 남북간에 공동 조사와 연구가 필요한 것으로는 북한내 고인돌의 세계문화유산 등재를 위한 조사, 태봉국 궁예도성 조사, 중국의 발해유적 세계문화유산 등재 대비를 위한 청해토성과 부거리 일대, 화대군 벽화고분, 오매리 절터 등의 공동조사, 동해안과 그 연안의 항구와 교통로 관련 유적도 남과 북이 공동으로 조사할 수 있는 대상이다.
남북 공동연구가 가능한 분야로는 고구려와 발해 역사서 발행, 시대 구분ㆍ학술용어 등에 대한 논의, 남북상호간의 이해와 화해를 위한 역사 교육 방안, ‘공동 역사교재’ 편찬, 고구려 및 발해사 자료 데이터베이스 구축과 문화유산의 실태조사 등이 있다. 이것들은 남북이 큰 어려움 없이 공동으로 협력할 수 있는 분야이다.
공동 조사와 연구시에 고려되어야 할 사항으로는 첫째, 가능한 범위로부터 점차 활동영역을 넓혀가고, 둘째, 북한의 각종 발굴에 따른 보고서 간행을 지원하고, 셋째, 남북이 공동으로 참여하는 사업이 확대되어야 하고, 넷째, 양측이 합의한 협의체를 구성하고, 다섯째. 상호이해 증진으로 학술교류가 이어져야 하며, 여섯째, 수집된 자료는 한곳에서 체계적으로 총괄 정리하여 활용도를 높이고, 일곱째, 무엇보다 남북간에 고구려와 발해사를 공동으로 연구하고 조사할 수 있는 “기회”를 확대하는 것이 중요하다.

다국어 초록 (Multilingual Abstract)

The exchange between south and north Korea was regularized by 6ㆍ15 joint declaration of both south and north Korea. Targets to study and investigate together is research to register the dolmen in north Korea to the World Cultural Heritage, the castle town of Taebongguk Gungye, Hwadaegun's tumulus with a wall painting, Chunghaetosung, Bugary region and a temple site of Omery to prepare that China will register Balhae's heritage to the World Cultural Heritage besides the investigation of Koguryo's old tomb and castle on-site and nearby Pyoungyang to be made progress until last year.
The area of joint study can be to issue history book of Koguryo and Balhae, discussion of periodization and terminology, to plan for history education to understand and make up between the two, south and north Korea, to edit 'common history book', to construct database of Koguryo and Balhae and to investigate the actual conditions of cultural heritage.
There are several items to considerate when joint study and research. First item is to extend working area from practicable range. Second is to support that north Korea can publish the report about various excavations. Third is to expand joint enterprises between south and north Korea. Forth is to make council made arrangements each other. Fifth is to promote scholarship exchange through mutual understanding. Sixth is to improve efficiency according as collected data will be arranged systematically. Finally, it is important to extend 'opportunity' to study and research together history of Koguryo and Balhae between south and north Korea.
