새로운 행정학의 개념탐색을 위한 전제: 좋은 거버넌스와 제4세대 정부모형의 구현 조건 = A Serach for the Governance 4.0 Model:What is a Good Governance & 4th Governance Model?

국문 초록 (Abstract)

본 논문에서는 행정패러다임과 행정이념의 역사적 변천, 그리고 정부모형1.0, 2.0, 3.0에 대한 유형적 검토를 한 후, 행정학이 새로운 패러다임이 전제해야 할 이념, 모형, 행태, 리더십을 탐색하고 있다. 현대행정은 사악한(Wicked) 혹은 거대한(Mega)구조의 복합문제(Complex problem)들이 다양하게 등장하고 있어 기존의 정부1.0, 정부2.0, 정부3.0에서 보여주었던 문제의식 즉 효율성, 시장성, 관계 네트워크 등의 문제해결방식으로는 풀기 어려운 비선형적 문제들이 급격하게 등장하고 있다. 새로운 정부모형은 속도와 규범이라는 측면에서, 보다 더 신속한 문제해결, 그리고 보다 더 높은 윤리의식에 기초한 책임지고 소통하는 리더십을 보다 더 강력하게 요청하고 있는 바, 본 연구에서 제시된 제4세대 정부모형은 1) 행정이념, 2) 행정모형, 3) 행정학과 정책학의 이념적 통합이라는 측면에서 선행연구와 차별성을 지닌다.

다국어 초록 (Multilingual Abstract)

This article explored the 4th generation Government model under the academic inquiry of what is a good governance. I discussed the agile government, and the leadership corresponding to the 4th industrial revolution. I then looked at the fourth generation of government model that dealt with the question of what are the directions and goals for the 4th generation of government models.
The ‘new’ public administration, or the ‘new’ administration model, may require a keen discussion about the model in the future if it is not to end up as a discourse or a fabrication. If the public administration is not to face the criticism that its administration is failing into the poor or impoverished philosophy, we may need a intense discourses for the components or prerequisite conditions of the future administrative models including the epistemological premises, ideology and its philosophies.
Furthermore, the academic community must explore keen and various theoretical preconditions based on these discourses, from the cognitive foundation to the future direction design, including its structures, functions, human behaviors, and leadership.
