1937년 노구교사건을 시작으로 중일전쟁에 돌입한 일제는 전장을 확대해 나갔다. 본격적인 전쟁에 돌입하면서 일제는 총동원체제를 구축하였고, 이후 전선이 동남아와 태평양까지 확대되면서 인적ㆍ물적 자원의 수요가 늘어났다. 이것을 해결하기 위해 일제는 식민지 조선에서도 총동원체제를 수립하여 인적ㆍ물적 자원의 수탈을 종전때까지 강화하였다. 이에 따라 일제에 의해 강제동원된 조선인들은 일본 내 공장과 탄광으로 배치되어 전쟁 물자를 생산하였다. 일제는 강제동원한 조선인들에게 저임금이나 무보수, 처우 차별 등과 같은 노동력 수탈을 통해 군수물품을 대량생산 할 수 있었다. 이는 식민지 조선에 대한 일제의 대표적인 노동력 수탈이었다.
기존의 강제동원 연구는 관련 법령과 제도에 초점을 두고 있다. 강제동원 피해자들의 사례분석을 통해 강제동원의 실태를 밝히려는 연구는 미미하다. 강제동원의 실태를 드러내기 위해서는 기존의 관련 법령과 제도 연구와 함께 사례연구가 필요하다. 이에 본 연구는 ‘대구광역시일제강점하강제동원피해진상규명위원회’에 신고된 자료를 분석하여 강제동원의 실태를 파악하였다. 사례연구에 의한 강제동원의 실태연구는 일제가 저지른 식민지 조선의 노동력 수탈을 정확히 파악하는 것이며, 과거 청산을 위한 중요한 작업이다.
일제는 1939년 7월 8일 일본에서 국민징용령(칙령 451호)을 공포하였다. 뒤이어 조선에서도 동년 9월에 공포하였다. 이후 일제는 전쟁이 확대되자 국민징용령을 네차례 개정하였다. 일제는 전황에 따라 필요에 의해 개정하였고, 주요 내용은 노동력 동원의 확대였다. 전쟁 말기에는 패전이 가까워지자 일제는 전면적인 강제동원을 실시하였다.
이와 함께 일제는 징병정책도 실시하였다. 미나미 지로는 조선인의 육군지원병제도를 도입하려 했으나 병역법과 실정법의 법적 모순으로 인해 지연되었다. 이후 일제는 병역법을 수정하면서 조선인의 징병을 확대하였다.
일제는 1939년 국민징용령을 공포하면서 조선인에 대한 강제동원을 실시하였지만, 조선인 강제동원은 이전 시기에도 있었다. 1937년 중일전쟁을 시작하면서 조선총독부는 기업의 노동력 공급신청을 받았고, 이에 필요한 노동력 충당은 지원자에 한해 관알선으로 실행되었다. 하지만 기업의 노동력 수요를 채우기 위해 일제는 조선인을 강제로 동원하였다. 이후 국민징용령이 공포되면서 조선인 강제동원은 합법성을 지니게 되었고, 동원방법과는 상관없이 마을마다 할당된 인원수만 충족하기에 이르렀다. 그리고 일제는 근로보국대도 운영하면서 모집과 관알선, 징병으로 부족해진 농촌에서의 노동력을 충족하였다. 이것들은 각기 독립된 정책이 아닌 노동력 동원을 위한 유기적으로 연결된 정책들이었다. 한편 조선 민중들은 도피를 통해 일제에 저항을 했으나 주변인들에게 갈 피해가 염려되어 빈번히 실패하였다.
강제동원 피해자들은 경부선을 통해 부산으로 이송된 후, 배를 타고 일본이나 남양군도로 이송되었다. 일본의 주요 탄광, 군수공장, 그리고 노역장으로 강제동원된 피해자들은 각 동원지에서 힘들게 생활하였다. 피해자들은 약속된 임금은 고사하고 무임금으로 노역당했고, 부족한 식사로 인해 항상 굶주렸다. 탄광에서는 강제동원 피해자들이 위험한 막장에서 일하다가 붕괴사고로 인해 많은 사람들이 목숨을 잃기도 했다. 그리고 작업량이 충분치 않을 경우 피동원자들은 빈번히 감독관에게 구타를 당하였다. 이는 군수공장에서도 마찬가지였다. 임금은 약속보다 적거나 전무하였고 주거나 의복, 식생활은 넉넉하지 못했다. 특히 군수공장은 미군의 공습목표로 지정되어 여러 차례 폭격을 당했다. 이로 인해 많은 조선인 피동원자들이 사망하는 사례가 많았다.
남양군도로 이송된 피동원자들은 대부분 군속으로 군부대 관련 시설을 설치하는데 동원되었다. 하지만 최전선이었기에 미군과의 전투나 공습으로 인해 수많은 조선인 피동원자들이 사망하였다. 무엇보다 피동원자들은 식량부족으로 인해 많은 고통을 겪었다. 동원지에서도 피동원자들은 도피를 하면서 강제동원에 저항하였고, 도피 이후에 귀환한 경우도 발생했다. 해방 이후 피동원자들은 각자의 방식으로 귀환하였으며 남양군도로 배치된 피동원자들은 미군을 통해 귀환하였다.
일제가 실시한 강제동원 관련 법제와 제도는 강제동원을 위한 합리화와 명분에 불과했다. 일제는 표면적으로 조선의 근대화와 내선일체를 통한 조선사회의 발전을 추구했다고 했지만, 그 실체는 조선인과 조선사회를 자신들의 침략전쟁으로의 동원을 위한 것에 불과했다. 앞으로도 일제의 조선인 강제동원 연구를 통해 일본 제국주의의 이면을 정확히 인식하여야 할 것이다.

The Empire of Japan, shortly after entering into the Second Sino-Japanese War (1937-1945) upon the Marco Polo Bridge Incident (also known as the Lugouqiao Incident), expanded their battlefields and established a full-scale requisition system. As the front expanded to the Pacific and South East Asia, demand for human and material resources increased greatly, and in order to satisfy such demand, the Japanese intensified their requisition system by exploiting and plundering the human and natural resources in Korea. Thousands of Koreans, mobilized against their will were deployed in coal mines and factories in Japan to produce war materials. The Imperialist Japanese Army was able to mass-produce war supplies through their low-wage, no-wage and other various discriminatory policies. Such forced mobilization of the Koreans is a classic example of the Japanese Colonial Exploitation Policy.
Existing studies on the forced mobilization of Koreans by the Japanese focus on the laws, decrees and ordinances related to the requisition system. Little has been done to expose the actual conditions of the forced mobilization through case studies. In order to fully and accurately disclose the real conditions of the forced mobilization, studies must be done two-fold: one on the laws and policies implemented and the other on the cases or the mobilized victims' reports. This research paper analyses various cases and claims reported to "The Truth Commission on Forced Mobilization under the Japanese Imperialism in Daegu." Such analysis is crucial not only to reveal the truth about the wartime forced labor but also to move closer to the liquidation of Japan's past crimes.
Japan proclaimed the national requisition law domestically on July 8, 1939 and in September of the same year promulgated a similar law in Korea. As the War progressed and expanded, they amended the law four times in order to cope with the changing situations. Mobilization of labor and its expansion were the main subjects of amendment. Near the end of the War, Japan carried out a sweeping mobilization in order to change the course of the battles.
Japan also implemented a conscription policy. Jiro Minami, the Japanese Government-General of Korea tried to adopt army volunteer program but the enforcement of the program was postponed due to the inconsistencies between the military service law and the positive law. Later, the Japanese government amended its military service law and expanded the conscription of Koreans.
Even though the Japanese proclaimed the national requisition law against Koreans in 1939, forced mobilization had been conducted well before the promulgation. In 1937 when the Second Sino-Japanese War broke out, the Government-General accepted labor supply requests from Japanese companies, and the manpower supply was met through the "volunteer" system in which the Korean laborers were given disadvantages if they "chose" not to volunteer. Later when the Japanese proclaimed the national requisition law, the forced mobilization of Koreans became legal and each village had to supply a certain allocated number of people regardless of the means of mobilization. Moreover, the Government-General operated the Labor Patriotism Unit System in order to fill up any manpower shortages. All of the systems above were intimately connected policies implemented only to mobilize Koreans against their will. The victims of forced mobilization tried to resist such systems by escaping but to little avail.
The Korean workers of forced mobilization were sent to Busan from which they were transferred to Japan or the South Sea Islands by ship. Having to work in coal mines, munitions factories and other workhouses, the victims lived under abject conditions. Not only did they work without any wages, but they also had to suffer from hunger. Many lost their lives in various accidents in coal mines. If they did not meet their share of workload, Japanese superintendents beat them often. Life in munitions factories was worse. As the factories were often military targets of the US armed forces, Koreans always had to work under the fear of air-strikes, and in fact many lost their lives from the bombing.
Those who were transferred to the South Sea Islands worked in army bases to build military facilities, but because the Islands constituted the frontline, many were killed in battles and air raids by the U.S. Shortage of food was a serious problem as the victims constantly suffered from starvation. Koreans in the South Sea Islands also tried to resist the forced mobilization by running away from the frontline. Some successfully returned home after the War with the help of the U.S. troops.
The laws, policies and systems proclaimed, implemented and enforced to mobilize Koreans from 1938~1945 are nothing but Japan's attempt to rationalize and self-justify its conduct. On the surface, the Japanese claim to have sought and promoted progress of the Koreans through modernization and the Naeseon Ilche or 'Korea and Japan are One' policy. However, in reality the Japanese only tried to exploit Korean manpower for their war of aggression. More studies must be done about the forced mobilization of the Koreans by the Japanese during this period in order to accurately expose and correctly understand the hidden side of the Japanese Imperialism.
