      아시아 재균형 정책과 미국 의회 = Obama`s Pivot to Asia and the U.S. Congress

      Foreign policy experts and policy makers are still questioning the substances and effects of the Obama administration`s “Pivot to Asia” policy. Many suspect that US policy shift towards the Asia-Pacific region is not a real change but rhetorical positioning. American political history confirms the fact that presidential foreign policy initiatives become political realities only after the United States Congress support the administration through budget increase or organizational restructuring. It is because congressional advice and consent are critical for any new successful foreign policy changes in the United States. This article revisits the Obama administration`s rebalancing strategies through a lens of congressional policy making. With a focus on the economy, security, and diplomacy, we examine whether US “Pivot to the Pacific” is a myth or real.

      Foreign policy experts and policy makers are still questioning the substances and effects of the Obama administration`s “Pivot to Asia” policy. Many suspect that US policy shift towards the Asia-Pacific region is not a real change but rhetorical positioning. American political history confirms the fact that presidential foreign policy initiatives become political realities only after the United States Congress support the administration through budget increase or organizational restructuring. It is because congressional advice and consent are critical for any new successful foreign policy changes in the United States. This article revisits the Obama administration`s rebalancing strategies through a lens of congressional policy making.
